Pretty much every planet for themselves. There is communication between most races and planets with inter-stellar travel capabilities. But overall there's no unified "galactic protection agency" of any kind. Just treaties and understandings of boundaries which usually are respected unless someone does something stupid or overreacts to perceived aggression.

I have two characters in the works. One is a member of Frieza's race. I wanted her to be a member of the division that gathers intelligence but also one of the Saiyans most frequent customers as far as the purchase of planets went. Is that alright with you?

The part about being a customer of the Saiyans is fine, but as a non-Saiyan she won't be part of the Saiyan Raid Corps. That's Saiyans only. Sorry if that was unclear. I'll add that to the Lore page as soon as I can.

As a Frost Demon the character would be a customer of the Saiyan's offers for planet acquisition, cleansing, and sales, as you said you wished for earlier. And when it comes to relationships with the Saiyans, usually they're kind business people or tourists. The Saiyans will allow anyone with some kind of business permit to come to their home world and explore or do business, and tourists are welcome as well so long as they've passed background checks and whatnot. So if your character begins the RP on the Saiyan Home World, then likely they're there to meet someone (you can create personal NPC's for such purposes) to do business with. A representative of the Vanguard branch of the Raid Corps, most likely.

It is not out of the question. If you'd like your Saiyan to adopt a non-Saiyan child, all I ask is that there is a compelling reason behind it.

Just done the one for now, slimmed it down to be more simplified based on the skeleton. Tell me if you want more detail since i know some parts are vague but lets them be expanded on during RP i suppose.
