Help Name-change removed?

Hi, I've been constantly checking the Username Change page to see when the "cool-down" (year-long wait 'n all) would end, but I've only recently noticed that the option is... Completely missing.
Is it simply not visible to those who haven't waited through the entire period of time or was it outright removed? Either way, I find no mention of it in the update notes, so... What gives?
