Inside a forum RP, if you are the creator or the co-creator (mod of the forum RP) you are able to merge posts by selecting the individual post (there is usually a small checkbox avaliable to you to click) and selecting the other post you wish to merge. Then there is a popup toolbar normally that allows you to merge the posts, as well as other things.
Outside of forum RPs I do not believe regular members have the ability to merge posts and I would suggest go to the admin contact forum http://www.rpnation.com/forums/admin-contact.194/ and making a post there to request a post merge.
