Probably.

No, that was evidently a choice in the Exalted Core to emulate their powers using very similar Solar powers.  They have only Abyssal Charms, Arcanoi, and Necromancy, in addition to their Deathlord "anima powers" like killing mortals for 2 motes, etc.
