Torch fires whipped away shadows on the streets as dusk blanketed the Earth Kingdom city of Taiko. Someone dashed across the main street of the city, ducking behind the cover of a building as two Fire Nation soldiers rounded a corner. Though he was garbed as a Fire Nation upper class, he seemed to be intentionally evading the soldiers.
As the marching footsteps faded into the darkness, the young man crept toward the street again. He froze as he noticed another person approaching. Observing the style of dress, he relaxed, though he did not reveal his cover.
"Pssst! Hey you!" he called, "You look like a bender. Get over here quick. Come on. Hurry up! You don't want to get caught by the Census Watch do you? Wait... you don't know? Look, I'll explain everything, just get out of the road, would ya? You're freakin' me out.
My name is Maki by the way. It's a good thing I found you first. The Fire Nation set up a census for all benders. Their utilizing in-depth categorization in... I think, seven... or however many categories they have. They say it is for educational purposes in this time of "peace and prosperity". They also say that since the Avatar hasn't been seen for almost a hundred years, that he is no longer needed to keep peace. According to them we are no longer in any danger and can live in peace under one banner.
If you ask me, the Fire Nation is up to no good. They are practically forcing it on anyone they find. On top of that, they'll know all our weaknesses. Also, this information isn't going to the public like many people think. It's going straight back to the Fire Nation. Where's the equality in that? I personally think they're up to no good and am not going to partake in the census. At least not before I get some answers. What'd'ya say? You with me?"
