This isn't about one dragon versus one soldier but rather a unit of soldiers versus another unit of soldiers. The stats represent the scale so while one dragon would murder one soldier, as a troop unit, you have to Still open bud

As long as it fits within the small amount of lore that's been given out about, then you can be as detailed or not as you like. To be fair the more detailed you are, the better personal quests Trek can design for you.

Yeah that's pretty much it. I sacrificed one action to focus two actions on the building (if that can be done) and the additional policy is to go in line with the backstory of the Itzan.
