For me, I pick a trope and run with it. I think of a character archetype and break it down into a bunch of itty bitty pieces. Take for example my character Hades. I took the classical freelance supervillain and though, okay, why would this character exist in this setting? What would others think...
How high are your standards?
Honestly? Very, very high. I don't have the time nor the energy to be writing in more than a couple of RP's, so if I do put effort into a story, it best be top notch. I'm no novelist but I am a decent writer, so I do expect to be writing with other literate...
Don't have time for a private conversation, I'm about to leave for a few hours. Just do some digging there for a base. Also, Robocop has a similar setting, but I personally think Dredd does it better.
Have you ever read a Judge Dredd comic, or seen the movies? Because that's the idea that first popped into my head, a complete dystopian nightmare ruled by an dictatorial government, brutal gangs and raiders. Try something like that as a base.
Oh boy, er, fantasy isn't exactly my cup of tea. But an idea that just popped into my head is a group of people who harness electricity. You know, like walking generators. Use it as a weapon, or simply as a basic utility.

Hmm, not quite sure what you're trying to do with the first one. You started off describing them as reptilian, then they have bat-like qualities? I don't typically think of bats as animals who dwell in heated areas.
Okie doke. I've discovered a neat little newspaper tool on this site where use it like lore. Sounds like a fun way to tell stories in an urban setting.
Well if you'd be so kind, I have another thing I want to discuss. Another thing on my plate is being able to succinctly deliver lore to newcomers without drowning them in it. I was considering writing fictional articles about events and people, but I'm not sure if that's a good enough idea...
