I've had problems with notifications in general. Not getting alerts when someone posts to a watched thread, or to my profile, etc. Not really sure why, hope the devs can address this.

My guess would be that there is none because quest logs usually do not require multiple threads, so there are no quest log HPs. This should not stop you from setting a precedent and getting a quest log HP as long as you meet the criteria.
