I think you can easily manage that by making it an Essence roll with a fixed difficulty, so that more powerful characters will almost always resist it (and mortals almost never will).
Charms that negate perfect defences are too powerful. By mixing one of those with charms like Touch of the Pattern Spider and a perfect attack, you can instantly defeat any creature susceptible to shaping effects (including Primordials). I like the suggestions made by Kyeudo and Ncolic.

Although I have eventually adapted to 2e rules, I always feel weird when using Mass/Social Combat rules. If you improve those somehow, I'll be very interested in seeing it.
