For me they describe the point of origin, and thus what kind of content to expect from each because of the difference in the cultures they come from. Western cartoons are generally, if not universally, child-oriented, though that doesn't mean they can't have themes and interactions that would appeal to adults as well. Japanese anime has a particular art style associated with it, and it's a lot more common to find series that are clearly aimed more towards an older demographic and definitely not aimed at kids.

It's less about forcing a separation between the two and more about managing expectations. Yes, cartoons and anime are both animated mediums, but you wouldn't show Hellsing Ultimate to your 5 year old.
