Any you can think of! We've got some bad guys who are currently pissed off with the Ministry, and they're either still working there while being undercover bad guys or have quit/been fired and are now full-time bad guys.
We also have Aurors trying to track down the bad guys, and a taskforce from the Department for the Regulation of Magical Creatures trying to find out why Phoenixes are disappearing~
