I say that you can easily be inspired by someone else's concept and then make an RP like their idea but change it enough to make it your own, as long as you give a mention to them at some point in the RP process.

It's just like with college essays, you can get your information from someone, but change it to where it fits your ideas and then cite them as a source of inspiration, that way you can do an RP like theirs but make it truly your own.
