LOL, depends on the context, that could probably be taken as hurtful.

It could have good intentions, but I can't really read it as anything but rude. There are more polite ways to say someone's writing skills aren't what you'd like them to be, or whatever context you'd use that in.

Sounds to me like the person that wrote that is in fact a "low-leveled writer" My guess is they (hopefully) didn't mean it.
