A fantasy roleplay centred around characters, their relationships, I'm looking for something more akin to Tolkienesque fantasy but I'd be okay with more modern settings too at this point.

Hmm... I can give you a space Mage academy where the players are a bunch of new recruits fresh off the boat? Plenty of character development and fantasy, but it's a futuristic setting.

A semi-Villain/ Anti-Hero (depends on your perspective). I saw that the balance of power in this universe is maintained by GAU, I don't think they'd let a group of potentially highly dangerous kids and young adults go unsupervised
