I accept any power as long as it isn't over powered I.E, Insta kill, controlling someone and stuff like that

Exactly, I'm not really strict on stuff. I just try to make the roleplay fun so people can enjoy it

how many powers is one allowed up to

Well as I see it, one power can branch off into others so for instance: my character Loki has control over fire, fire can als be branched off in to lightning and other things dealing with heat.... but off course if you are goingTo do something like this your character must only have that one power for awhile the. Somewhere down that line ((give it a couple days)) before you can branch your power off but if you choose not to do something like this then your character can only have one power.....you get what I'm saying?

it's like foresight for combat users but slightly different it allows you work out the least risky based on probability from temperatures and such

for general problems like he can guess what a temperature of the engine is etc

I might be a little slow right now but from reading that it sounds more like extreme luck because you said he could guess things and find least risky based solutions for things, so it's sounds like your character has an extremely high luck factor. Am I wrong, right, or close?

He is extremly lucky that's for sures as the rp goes on i'm thinking he could learn to use it more on skill and know how and he can talk to the engines and such what do you think?
