One of the best things you can do is read other RP that has a lot of world building... It helps to find a partner that will encourage you to add your own pieces of information to the world.
Most of my world building is off the cuff, but my character building isn't. My favorite trick to share about world building is this: Not everything has to be planned out. It makes it way less cumbersome to write the key points like religion, major defining points about their culture, time period, law... And then move on from there. When you write you can add in the smaller points.
Two of my RPs have off the cuff world building in them: The Copperhead, and A Quiet, Repetitive Ticking.
