What's your idea?

The idea was a world after death where a neutral party (being the people who have just died.) Have to decide whether to go to a chaotic side or towards a more angelic side. battling it out constantly for control of this small world.

The small world being what, exactly? Does each side have their own hierarchy and realm? What must one do to be deemed worthy of the angelic side? The Chaotic side? If they are all able to freely choose, why battle? Just some brainstorming questions to help you flesh things out.
