History: Fenyang was a major player in the Decolonization of Africa as carried out by the Empire, in fact, outside of the Shades who were deployed, he may well have been the most important player within the scheme. His largest accomplishment was when he took part in unifying several rebel groups in former holdings of the British, allowing them to simultaneously throw out the British in a massive bloodbath.
He was raised as the brother to the current Emperor, and knows the political ploys of the Empire quite well. He is schooled in over a dozen languages, and is fully versed on international law and policies.
