Stats explained​
Ninjutsu -how well versed you are in ninjutsu. This could be anything, elemental jutsu, seals, medical jutsu. Just try to pick a specialty here. Certain ninjutsu can belong to Stealth or Perception and not here.
Taijutsu - how well versed you are in Taijutsu, how well you throw, and take a punch. This includes any close quarter weaponry, like kenjutsu.
Genjutsu -how well you can cast, and break out of genjutsu.
Tool Mastery - How well you use ninja tools, and how powerful yours are. Shurikenjutsu is included here, as well as the use of explosive tags. Trap making, also here. Pretty much anything that isn't close quarter is probably here.
Perception - How well do you see things around you. Any sensing jutsu is included here.
Stealth - How quietly do you move? How's your sleight of hand? Things like 'Hiding in X' jutsu are included here.

Iouchiryo, Kōtaku

Personality:
Intelligent, analytical, obsessive and a bit paranoid, despite his typically calm and collected appearance, Kōtaku is a kid with insecurities and fears just like the rest. He wrestles with his rather irrational fears via his training, tempering it with his logic as best he can. Unfortunately, this has led to something of a conflict between how he feels and how he thinks he should act or think, hence the obsessiveness and paranoia both of which are caused by the aforementioned conflict of interests. Of course, there is more than the disciplined shinobi in Kōtaku, namely his fierce loyalty and wise beyond his years attitude. He sees any obstacle laid out before him a challenge that he ought not to hesitate to overcome. While part of him is concerned with the mission his family was given, another part of him is still an kid turned adolescent thrown into a strange place to grow up with new people.

As such the new emotions and feelings brought on by a child's transition into the domain of adulthood can throw off his judgment at times due to his unfamiliarity with dealing in such things. Still, when it really matters, Kōtaku's the guy who'll come through for you, even if he can sometimes seem a bit...well, full of himself.

Appearance Details:
Ktaku stands at 5'3 and weighs about 112 lbs or so, with his build being one of lean muscle and dexterous hands. He's got his mother's eyes and his father's nose, but more important are the positions of his gear, with his pouches for kunai, shuriken, wire, smoke bombs and pellets being stored on a belt around his waist. His explosive tags, however, remain under the garment seen in his reference above, concealed. All of his tools may be summoned. The 'Viper' is most often stored in a sheath that is horizontally aligned on his lower back.

History:
Like most children born into prestigious clans Iouchiryo, Kōtaku did not have an easy childhood, as his life was filled with training more than games of hide and seek or tag. While there were lulls in his training with the clan, much of his time was consumed by his tutors, who taught him the principles of the clan, the philosophy of combat, the art of war, and the beginnings of various theories as he got older. Still, some of his earliest memories are of being with either his parents, extended family, or tutors being quizzed, tested, or taught mental tricks. For unlike many clans, the Iouchiryo sought first to harness the powers of the mind, making certain that the children of their clan—even if they did not become shinobi—would be formidable each in their own way.

Beyond these memories that are other things of note, such as the mysterious nature of the world outside the compound as unlike many of his classmates, Kōtaku was neither born nor raised in Konohagakure. Instead, he was raised on the secret clan compound of the mysterious Iouchiryo, a clan whose name was known in darker circles. They were like the ANBU of the shinobi world, except they were often for hire, and they were proclaimed to be even better. When most heard the name 'Iouchiryo,' it would mean nothing, but when shinobi heard it...heads turned, guards were raised, and attention was paid.

It was with these strange and reclusive people he was raised, and while he was trained rigorously he was allowed to play with those of his age, and so his childhood was not terrible. Unlike many children, he came to enjoy the training as it was often made fun, engaging, or at least challenging if nothing else. As he grew older competition for attention became fierce as those who had been his friends vied for the best teachers.

Kōtaku however, was given—at the age of eight—a task, and that task was to move with his parents to take up residence in Konohagakure for reconnaissance and to aid in the effort to establish better relationships with the various governments of the villages allowing for better business in the future. Him and his parents accepted this mission and, disguised—thoroughly—as civilians, they made a home in the city, enrolling their supposedly eager son into the local school while they decided to run a shop and gather information via the civilians first.

Kōtaku took to the academy quickly, but he held back in school, mostly to feign innocence and reinforce the impression that he was just a particularly talented youngster, rather than an entirely foreign shinobi. He succeeded, managing to impress some of his tutors, while others didn't like him much. His parents were proud and this helped him build his confidence as he graduated and became a genin.

The day has come to be made part of a team, and while part of him is excited, another part of him is...wary, as he hopes not to be matched with too many doujutsu users or, woe be it, genjutsu aficionados shudder.

Side Note: In regards to the Iouchiryo clan, they are not common knowledge. The average person or low ranking shinobi will either know nothing or think that they're just some kind of fake children's story. Some higher ranking shinobi (the rare chuunin, and some jounin) will have heard the name, but they're liable to look down on the clan since they have no Kekkei genkai or single, notable hiden technique. Those who know a lot (A rank and above on average) will be wary of them or fear them as they are essentially part of the underground and are...well, in those circles, notorious assassins and mercenaries. Just thought I'd clarify that.

Specialty Tools

Item Name: Treated Holders.

Description: Rather than a simple item, this refers to all of the various pouches that Kōtaku uses to store his various tools and equipment. Essentially, he has treated the outside with heat and fluid resistant coatings in addition to having some of his more experienced relatives line the insides of the pouches with seals, protecting things like, say, his explosive tag pouch from being detonated easily. Should his explosive tag pouch be breached by something, the seal activates before being disrupted, essentially shredding his explosive tags before they can be detonated.

Item Name: Viper.

Description: Taking the form of a flat blade with a hole near what appears its tip, a small mechanism dwelling within, with the rear left and right edges wrapped with leather so it can be grasped either like a normal blade, or by the thumb and pinky this weapon is a unique thing. While it does not appear capable of such, the blade contains two additional segments, allowing it to extend from its minimum length of two feet, to either 3 feet or four, depending on if it is fully extended or not. When the mechanism is activated or the blade is whipped out, it will extend or retract as needed. Despite the metal being quite thin, it is in fact infused with earth chakra, making it incredibly durable. It should be noted that when extended, it becomes apparent that there is a continuous gap in the center of the blade, which is just wide enough to slip another blade of normal thickness through, implying that the implement can be utilized to disarm an opponent. Lastly, the blade does possess a three inch retractable spike at its rear, which may be triggered via an influx of chakra.

  • Name: Gyaku nobori no jutsu(逆登りの術 'Reverse climbing technique').
    • Rank: E.
    • Nature: N/A.
    • Description: Using the same principles of the tree climbing technique with sufficient chakra control, the user may cause themselves to be pushed away from something with varying degrees of force depending on the amount of chakra applied.

  • Name: Kōgu kuchiyose(工具口寄せ 'Tool Summoning').
    • Rank: D.
    • Nature: N/A.
    • Description: An adaptation of the summoning technique created through Kōtaku's study of Lightning Flash Blade Creation, this technique allows the user to effectively 'link' a series of seals laid upon objects. The technique is most often utilized for the quick recall of various ninja tools to ones hands. As such, Kōtaku has applied this seal to all of his tools as well as the space between his fingers, on his feet, and on his palms.
  • Name: Kiyō sonae(器用備え 'Dexterous arrangement').
    • Rank: D.
    • Nature: N/A.
    • Description: Channeling chakra through one's own muscles, nerves, and other necessary tissues—typically within the arms, wrists and hands—the user enhances their ability to skillfully manipulate objects as well as increasing the speed at which they can do so. This technique should not be utilized for extended periods of time as it causes undue strain on the affected body parts. Despite this, it is relatively useful, and while it is a simple technique based on typical principles, it does require decent chakra control to fully utilize. This may make techniques such as Chakra Flow or other projected chakra-based abilities.
  • Name: Kazaho(風歩 'Wind step').
    • Rank: D.
    • Nature: Wind.
    • Description: Kneading wind chakra in one's feet, the user releases two rather small bursts of wind, one moving down, and the other up. While the strength can be altered via chakra distribution, the general effect causes the winds to clash almost like solid objects, propelling the user as if there was an invisible foothold in midair. The technique can be, as mentioned, modified to suit other purposes, but will never be strong enough to do any direct damage.

  • Name: Kōdo henge no jutsu(高度変化の術 'Advanced transformation technique').
    • Rank: C.
    • Nature: N/A.
    • Description: A prototype technique, in Kōtaku's opinion, this is in expansion on the Henge no jutsu that through refined chakra control and coding, the user may dynamically transform themselves, others—on contact and willing—or objects. Essentially the user will channel their chakra through something and rather than apply a uniform transformation through the entire object/individual, they will alter only portions of the object/person. Additionally, due to the chakra control required for this technique the user can often more swiftly transform things from form to form. The technique requires a small, but continuous stream of chakra and high chakra control.

      **As the user's skill increases they will be capable of more simultaneous complicated transformations. Currently Kōtaku can apply and maintain a maximum of 4 complex transformations at once, but can maintain a number of simultaneous simpler transformations—particularly if they are the same transformation over a body of similar objects.
  • Name: Shinkū-shitsu(真空室 'Vacuum chamber').
    • Rank: C.
    • Nature: Wind.
    • Description: A two stage technique that first creates a cylindrical vacuum--its max size being 10 meters long with a radius of 1.5 meters. Within the 'tunnel' there is no air or air friction, but gravity persists. Stage two is activated by a flux of chakra and causes the redirected air to be sent down the tunnel in a concussive blast capable of sending anything 300 lbs and below flying 10 meters plus the length of the 'tunnel' not already traveled by the blast. The size of the 'tunnel' can be modified, with its chakra consumption--usually--and movable weight--always--scaling with its size. At the aforementioned maximum output the technique takes 1/3rd of Koutaku's chakra pool, meaning he can only use it in this manner three times with a full chakra pool before losing consciousness.

      *I.E, technique creates a vacuum and then uses it like a cannon to fire wind. Can be used three times per day at max output
