BTW the X-Ceed aren't in their cells all day. All except the extremely dangerous rated ones get a limited amount of free time in a monitored "common room". The more towards dangerous their classification goes, the less their free time. But they all have some.

Some however have to wear special equipment, like shock collars or something similar to ensure their controlled at all times.

What's the difference?

CX are all those from peaceful to dangerous. Those get privileges like time in the common room and all that. SCX are the extremely dangerous ones. Way more powerful and if they ever were to leave the cells that were made to negate yheir powers, it would be a dangerous breach attempt and would have all XCF personel on guard and trying to bring them back, because they are immense threats to all living or just human life.
