Two weeks before the Great Panic
​

Outbreaks of a virus are reported to be encompassing the globe, countries are fighting back what they are calling 'Africanized Rabies'; giving a high fatality rate. Thus far it seems contained to Asia and Africa, though there are reports of it spreading further into Europe. Local government and media warn citizens of the United States not to travel overseas; warning them that the risk of contracting this virus is high. They have banned any incoming travel from known infected countries, and have set up screening at airports nationwide to attempt to quell any issues that may arise.

There are rumors flooding in via viral media of outbreaks of the same virus overseas occurring in house, but these rumors are coupled with not only the infection, fever and fatality, but these victims then rise hours after death to attack those they love.

Of course this is preposterous, and only the true fanatics are stockpiling food, water and ammo, or bugging out of the hills. Still the local media and governing bodies tell its citizens to remain calm, they are perfectly safe if they follow standard influenza protocol: Wash your hands often, use anti-bacterial and anti-septic cleansers, avoid contact with anyone showing symptoms of illness.

This afternoon the President of the United States made an emergency statement to all of it's citizens. "At this time, to my great displeasure, I have to advise you the Afracanized Rabies has come to our shores. We ask that all citizens remain within their homes for their own safety. Do not answer your doors; do not go out into the streets. If you must travel, be sure to protect yourself: wear a mask; do not get close to any other citizens. If you see someone who looks ill or is acting strangely report it to the local authorities. Do not attempt to communicate with these people, the virus makes them dangerous."

Beyond this, the press was dismissed and no other information was provided.

Shortly after this announcement panic erupted in the streets and with the citizens of the city. Rioting and looting started as soon as the streets cleared of its fleeing people, making it nearly impossible for the police and locally deployed military to separate the infected from the healthy.

Instead of risking their own, they pull back, leaving the city to fend for it'self, instead forming a perimeter around to keep both at bay; prevent anything form wandering further out. FEMA and the Red Cross are prevalent, but not within the city limits, anyone seeking medical, food or water assistance will need to travel to the city perimeter, clear a medical examination and then wait hours for assistance.

Cities under 1 million, above 500,000 (Memphis) St. Boethius

As with the larger cities, looting and rioting does occur, however the local police and military are able to enforce the required curfew and after eight hours of conflict the crowds are suppressed. Red Cross sets up a camp within the militarized center of the city, but they are quickly over run with sick and injured. Unable to assist all those seeking help; anyone showing symptoms of the virus are redirected to return to their homes, being told that medical aid will come to them.

Only minor protest is seen within these cities, more concerned citizens seeking answers or help, and not really looting or rioting. After only an hour the crowds are quelled and organized. Red Cross assists those that they can, anyone showing symptoms are taken from site, without warning, and loaded onto pre-allocated school buses. Where they are taken from here is unknown to the general public.

No protest or rioting is seen in cities of this size, concerned citizens are advised to remain in their homes and wait for further instructions. No military presence within the city, only local law enforcement directing traffic and keeping the population calm.

Cities and Counties less than 10,000 (McCone) NanLia

Half the population is unaware of the events that have occurred, given most of these small populations are spread over countless miles of county, rather than dense city, the local police have set up road stops to inform those citizens that may be further from the Main Town. Despite the announcement and general curfew, stores remain open to provide relief, food and water to any of the population that may need it, however local government and city run buildings and schools are closed down.

Points to note:

• The virus is 100% fatal in all infections
• It is possible to become infected by more ways than just a bite: open cuts/wounds and ingestion of any infected bodily fluids will cause infection
• There are no cross-species infections; while an animal infected with Solanum will still die due to the infection, they do not rise again.
• Zombies are slow moving lumbering beings due to resurrecting after rigor-mortise has set in
• They cannot be distracted by light or noise; once they have your scent they will follow, unending, until their prey outdistances their sense, the zombie is destroyed, or if the prey is caught and killed.

CNN reports a vaccine may be hitting the shelves soon enough, the FDA and the CDC are pushing to pass human trails through the US senate, it will be put to a vote in the coming days, but no one believes anyone will vote against it; given the turmoil the country is now facing.

All domestic flights to major cities (over 750,000 in population) have been terminated, as well all international flights inbound have been redirected to either Canada or Mexico; and outbound flights postponed until a resolution is found.

The Unites States is shutting down its borders, not allowing entry from any other country; however it is rumored that they are freely allowing people to exit the country and the northern states are hearing rumor that the virus cannot survive the cold.

International news is far worse than home bound. Entire countries have ceased communication, whether this is tactical, they’re hording a vaccine to themselves, or due to the outbreak overcoming the government it has yet to be determined. Countries gone “dark”: Japan, China, North Korea, Burma, Thailand, Vietnam, Philippines, Malaysia, Indonesia and Northern Africa.
