Description:
Balalaika is a tall and fit woman with long blonde hair and blue eyes. Her most noticeable features are the burn scars covering half her face and her chest, which she received in Afghanistan. She usually has long, pink fingernails, a burgundy suit with a soviet military overcoat, and plenty of thin Russian cigars.

Personality:
Balalaika considers herself one of the dead, someone who missed her chance to die in Afghanistan but is otherwise a walking husk. She is desensitized to subjects that would make the average sensible person recoil in horror, such as gratuitous violence. However, she is honorable in that she repays her debts and respects military veterans. She is also disciplined and professional, though highly cynical.

Those who cross Balalaika find her methods of retaliation are swift and heavy-handed. She is a warmonger at heart, but not to the point of senseless violence; there's always a message to her aggressor, usually a warning. Unsavory as her methods are, she believes one can't argue with results. She dislikes people questioning her decisions or trying to dissuade her, though she lets one go on rare occasions for amusing her with their boldness.

Powers, and Abilities:
  • Black Market Trade - Balalaika's syndicate, Hotel Moscow, is known for their illicit dealings. She is a savvy and professional businesswoman, but also really shady.
  • Marksmanship - She is a top-notch sniper, capable of competing in Olympic shooting tournaments.
  • Skydiving - She was a paratrooper during the Soviet-Afghan War, thus is experienced in the use of a parachute.
  • Hand-to-hand Combat - She is strong and swift on her feet, capable of handling armed attackers with her bare hands.
  • Terrorism - She is no stranger to bullying her rivals to get what she wants. She employs well-organized shock tactics to put her enemies in their place and makes examples of them.
  • Deception - Balalaika's lies can be very consistent, with high-quality fake documents to corroborate them.
Equipment:
  • Stechkin APS - Balalaika’s sidearm of choice. This select-fire 9x18mm pistol has a 20-round magazine and the option to mount a stock.
  • Fake ID - These false papers claim she is Vladilena N. Vasilinov, a Russian diplomat. With this identity, she can waltz past many police officers without needing to stop or be searched.
  • Cigars - Thin Russian cigars. She prefers these over cigarettes, and they are among her signature items.
Weaknesses:
  • At the end of the day, she is a human—a skilled one, for sure, but not able to keep up with superhumans.
  • When in doubt, follow the trail of 5.45 casings to Balalaika; Soviet weapons are her signature. She would be a lot more discreet if she simply used 5.56 and 9x19 like everyone else. Moreover, someone could mimic Hotel Moscow hits by using such weapons and blaming her.
  • Her means are usually dark and brutal, which doesn’t win her any favors from more heroic characters.
Bio:
Born during the Cold War, Sofiya was the granddaughter of a disgraced Red Army General. She joined the Red Army and served in Afghanistan under the assumption she'd have a chance to compete in the 1984 Summer Olympics in Los Angeles. Instead, she faced the horrors of the Soviet-Afghan War and was tortured. Afterwards, the Soviets saw her and other soldiers as dysfunctional and unproductive, casting them aside. It was at this time Sofiya Pavlovna had died (in a metaphorical sense).

Around the time of the collapse of the Soviet Union, Sofiya and her old unit joined forces with other former soldiers and rose quickly in the Russian mob. She adopted her old nickname "Balalaika" and raised holy hell upon landing in Roanapur, Thailand. She carved out her own piece of the city of the dead and eventually came face-to-face with Mr. Chang, the head of the triads. Chang shot her and let her fall into the ocean in a gun fight at the docks, but she was saved by Dutch, a passing pirate. Since then, she’s used his Lagoon Company for all kinds of smuggling… but that’s a story unrelated to this one.

Balalaika’s universe was destroyed by an interloper on a previous case. She started off doing reconnaissance in the field, then climbed the ranks, seeing an opportunity for growth. She had to cut her vacation short at the height of the Black Void incident to provide artillery and sniper support. Her own offhand knowledge and support also proved helpful during the Bot Crisis, when CiMOS was hacked and the Intel department's servers were shut down to prevent a data breach. In the present, she has returned following a diplomatic mission to the Earth affected by said Bot Crisis.

Personality:

Danny is kind, easy-going, helpful, and compassionate at times. He likes using his ghost powers for good, but is not above using them for his own benefit. Danny's extremely insecure about himself and his identity. Even now that he is a popular superhero, he knows how quickly people’s opinions can change.

Danny approaches the life with a mix of humor, cynicism and sarcasm. He's quick to make a joke or a pun about any situation, especially in battle. When the stakes get high, however, he knows how to buckle down and take the situation seriously. While he's outwardly friendly, that cynical attitude makes it difficult for many people to get very close to Danny. If and when you do get close, however, you've gained a loyal and protective friend for life. A quick way to bypass his emotional defenses is to enjoy the same nerdy things he does. Danny loves video games, comic books, and action movies, and is interested in Astronomy (he wants to be an astronaut).

Danny’s parents were Jack and Maddie Fenton, both of them were ghost hunters. They built a portal to the Ghost Zone, but it appeared to not work. His parents gave up on it, but Danny had to see it for himself. He went in, accidentally turned it on. Somehow his DNA got infused with ectoplasm, making him half human and half ghost.

He soon discovered he gained a variety of ghostly powers. He used those powers to help catch ghosts that would escape through the portal and cause chaos in his hometown of Amity Park. He tried to maintain a normal life along with his superhero activities, With varying results.

Eventually though, the world did find out about the existence of Danny Phantom, and after saving the planet from a meteor, Danny’s identity is now public knowledge, and he has become something of a celebrity.


Powers, and Abilities:

Going Ghost: Danny is able to transform from human to ghost at will. His transformation is often accompanied by his battle cry, "I'm going ghost!" or a variant thereof. Once transformed, he can use all of his ghost powers. He possesses some of his ghost powers in his human form, such as invisibility, intangibility, and ghost sense.

Invisibility: Danny can make his body invisible to both humans and ghosts. Danny can share his invisibility with other people or objects when in physical contact with them.

Intangibility: Danny can turn all or part of his body intangible. He can cause other people and objects to become intangible through physical contact.

Flight: Gravity doesn't affect Danny's ghost body, so he can fly through air and space. While flying, his legs often become a ghost tail. In addition, due to being unaffected by gravity, Danny can stand on and walk along vertical surfaces such as walls and ceilings.

Ecto-Energy Manipulation

Ghost Ray: Danny can fire ectoplasmic green energy blasts from his hands or fingertips. He can launch ghost rays as a single beam of energy or as thrown projectiles which can take various shapes. These blasts often explode on contact and are powerful enough to melt steel.

Ectoplasmic Energy Shield: Danny can generate a shield of ecto-energy that can withstand or even reflect attacks from other ghosts. Like his ghost rays, Danny's shield is green in color.

Power Augmentation: Danny can channel ecto-energy through his body to increase his strength.

Ghost Light: Danny can project light from his hand using ecto-energy.

Ghostly Wail: The ghostly wail is Danny's unique ability to vocally generate sonic waves imbued with ecto-energy for an extremely powerful blast. Almost nothing can withstand this attack. Danny only uses this power as a last resort because it is heavily draining on his energy, often forcing him to revert to human form after just one use.

Telekinesis: Danny can move objects from a distance by grabbing them with ecto-energy.

Overshadowing: Danny can overshadow other humans and animals, allowing him to completely control the subjects's actions. While overshadowing, Danny can still use his powers of flight, intangibility, invisibility, and ghost rays. This power has other uses and manifestations, such as:

Exorcism: Danny can separate a possessed person from a ghost overshadowing them by simply grabbing them with his hand or using a ghost ray.

Dream Invasion: Danny can overshadow a sleeping subject in order to get inside their dreams and interact within them.

Duplication: Danny can create duplicates of his body that can act independently of each other. After seeing Vlad use this power, Danny spends much of the series trying to learn it, finally mastering it in "Torrent of Terror."

Cryokinesis: Danny can fire beams of icy energy from his hands or eyes that can freeze enemies on contact, radiate cold energy from his body, and create objects from ice out of thin air. When using this power, his eyes turn icy blue instead of their usual glowing green. Danny can combine cryokinesis with his other powers for enhanced effects, such as firing an icy explosive blast or generating an ice shield to block fire attacks.

His career as a superhero and ghost hunter has given him plenty of combat experience. Even without powers, Danny has proven that he's still a capable fighter.

Weaknesses:

Anti-Ghost Weaponry: In ghost form, Danny is vulnerable (like all ghost) to getting hurt/injured from all anti-ghost devices, made by, including Fenton Works weapons, Vladco gadgets, and the Guys in White's weaponry. Being a half-ghost, he is immine to some in his human form, but some anti-ghost devices, such as the Specter Deflector, can affect him even while in human form. Some knock him unconscious, leading them to revert back to his human form. Others just limit his abilities or remove them.

Spectral Energy Neutralizing Devices: Over the course of the series, he has been de-powered by several gadgets designed to neutralize his ghost energy, such as the Spectral Energy Neutralizing Box and the Plasmius Maximus. Undergrowth's plants can also absorb his ghost energy, weakening his powers.

Blood Blossoms: They are blood-red flowers with anti-supernatural properties. They were used in the 1600s as a primitive ghost trap. They were only shown in the episode "Infinite Realms" when Jack Fenton's ancestor used them against Danny. While in the presence of Blood Blossoms, Danny is rendered powerless and suffers extreme physical agony to the point where he can only scream in pain, long term exposure to it will result in death. Vlad, in human form, was able to stand near Blood Blossoms unharmed, so it may be possible for Danny to build a tolerance to Blood Blossoms and do so as well. Blood Blossoms possibly don't exist in the 20th century, so this weakness currently doesn't affect Danny.

Ecto-Ranium: Danny is extremely vulnerable to ecto-ranium, as all ghosts are. They appeared in the final episode of the series "Phantom Planet", it is a unique anti-ghost element found in outer space, and its effects can only be felt by ghosts. When Vlad attempted to turn a meteor made entirely of it, he felt extreme pain.
Infrared Vision: When invisible, Danny can still be seen in infrared, as he still radiates heat.

Crystal Ball Staff: Due to his hybrid nature, whether in human or ghost form, Danny ends up being controlled by looking at Freakshow's Crystal Ball Scepter. Even if he isn't near the Staff, he could still be controlled if the Staff is on a billboard or a screen. Following the destruction of the crystal, it no longer applies to Danny.

Backstory: Danny’s parents were Jack and Maddie Fenton, both of them were ghost hunters. They built a portal to the Ghost Zone, but it appeared to not work. His parents gave up on it, but Danny had to see it for himself. He went in, accidentally turned it on. Somehow his DNA got infused with ectoplasm, making him half human and half ghost.

He soon discovered he gained a variety of ghostly powers. He used those powers to help catch ghosts that would escape through the portal and cause chaos in his hometown of Amity Park. He tried to maintain a normal life along with his superhero activities, With varying results.

Eventually though, the world did find out about the existence of Danny Phantom, and after saving the planet from a meteor, Danny’s identity is now public knowledge, and he has become something of a celebrity.

Weaknesses:

Anti-Ghost Weaponry: In ghost form, Danny is vulnerable (like all ghost) to getting hurt/injured from all anti-ghost devices, made by, including Fenton Works weapons, Vladco gadgets, and the Guys in White's weaponry. Being a half-ghost, he is immine to some in his human form, but some anti-ghost devices, such as the Specter Deflector, can affect him even while in human form. Some knock him unconscious, leading them to revert back to his human form. Others just limit his abilities or remove them.

Spectral Energy Neutralizing Devices: Over the course of the series, he has been de-powered by several gadgets designed to neutralize his ghost energy, such as the Spectral Energy Neutralizing Box and the Plasmius Maximus. Undergrowth's plants can also absorb his ghost energy, weakening his powers.

Blood Blossoms: They are blood-red flowers with anti-supernatural properties. They were used in the 1600s as a primitive ghost trap. They were only shown in the episode "Infinite Realms" when Jack Fenton's ancestor used them against Danny. While in the presence of Blood Blossoms, Danny is rendered powerless and suffers extreme physical agony to the point where he can only scream in pain, long term exposure to it will result in death. Vlad, in human form, was able to stand near Blood Blossoms unharmed, so it may be possible for Danny to build a tolerance to Blood Blossoms and do so as well. Blood Blossoms possibly don't exist in the 20th century, so this weakness currently doesn't affect Danny.

Ecto-Ranium: Danny is extremely vulnerable to ecto-ranium, as all ghosts are. They appeared in the final episode of the series "Phantom Planet", it is a unique anti-ghost element found in outer space, and its effects can only be felt by ghosts. When Vlad attempted to turn a meteor made entirely of it, he felt extreme pain.
Infrared Vision: When invisible, Danny can still be seen in infrared, as he still radiates heat.

Crystal Ball Staff: Due to his hybrid nature, whether in human or ghost form, Danny ends up being controlled by looking at Freakshow's Crystal Ball Scepter. Even if he isn't near the Staff, he could still be controlled if the Staff is on a billboard or a screen. Following the destruction of the crystal, it no longer applies to Danny.

Bio:
  • Caro was born in the planet Alzus, to the nomad tribe Ru-Lushe. From an early age, she was taught the tribe's traditional 'Dragon Summon' arts and possessed an exceptional talent for it. By the age of six, she could already summon two powerful dragons, but didn't have the ability to control them yet. The elders of the tribe believed this bring an extreme I’ll omen and destruction upon them and as such she was banished from it.
  • She was brougt to a special protection located in Mid-Childa, the planet is used as the headquarters for the Time Space Administration, which is basically an interdimensional defense force. While she lived in the facility, Caro led an isolated existence full of restrictions and with few liberties. Though she was capable of powerful magic, none of the branches of the TSAB wanted anything to do with her due to the fact that she could control her powers or her dragons. Due to this, it is noted that even Caro herself was afraid of her powers and it took her years to completely shed this fear.
  • That all soon changed for the better when she was found by Fate Testarossa Harlaown. Due to sharing similar childhood experiences with her, Fate to take Caro in and become her guardian. However, due to certain circunstances, they couldn't live together at first and as such she ended up living in the planet Supools and working in the wildlife conservation area located there, under the Frontier Nature Conservation Corps of the TSAB. It was there that she discovered that her summoning abilities also allowed her to develop an affinity with all sorts of animals.
  • When she was ten she was assigned to Riot Force 06, a special quick response unit develop to deal with crimes involving Lost Logia, dangerous artefacts left over from ancient and powerful civilizations. There, she worked under Fate and was trained by Nanoha Takamichi, along with three other young mages, including Erio Mondial, who had Fate as his guardian and who became her partner in battle. As part of her duties, she became involved in the investigation of what came to be known as the Jail Scaglietti Incident, in which her team stopped the titular mad scientist, who sought Lost Logia, powerful ancient artifacts, among other illegal pursuits for nefarious reasons.
  • Joining the UCA was only a natural extension of her former duties and Kaguya’s plight in particular rather resonated with Caro

-Lightning Style Barrier Jacket - a spell that summons a clothes-like magical armor built from multiple layers of defensive magic. Generally offers high defense to the user, though Caro's was modified to offer higher mobility and lower mana consumption by sacrificing most of such capabilities

  • Blast Flare - A shared attack with Fried, since it's really just his naturally fire-breathing capabilities boosted by Caro's magic. Fried shoots small fireballs, which can be granted with explosive and binding effects by Caro. Has a variation called Blast Ray, which is used with Fried's true form. This variation is more akin to a traditional dragon fire-breath attack, shooting a large stream of flames that is also boosted and aimed with Caro's help.
  • Boost Up - A series of spells that grant a boost to the target's existent capabilities, such as strenght or speed.
  • Boosted Protection - Creates a bubble-like energy barrier around herself and/or others. Provides protection from all directions, can be quick casted and consumes low mana, but can't sustain much damage.
  • Dragon Mount Summon - Allows Caro to summon Voltaire , the ancient guardian spirit of her homeworld. However, as an ancient spirit of incredible power, he only allows himself to be summoned in the most dire of situations, when there is absolutely no other alternative. (Locked pending GM approval)
  • Dragon Soul Summon - A spell that is normally used to seal Fried in his usual baby-like form, to allow him to always be by her side. On an emergency, Caro can use to unleash his powerful true form, an adult big enough for her and another person to ride on the back during flight.
  • Enchant - a series of spells that grant the target new properties, such as stronger defenses or the ability to bypass an enemy's anti magic field.
  • Geo Erga - Actually an attack of Voltaire, in which he fires three massive beams from his mouth and shoulders.
  • Physical Heal - Moderately heals the target
  • Wheel Protection - Creates a whirlpool of mana around the target in order to disrupt their attack
  • Wing Shooter - One of Caro's few standalone offensive spells. It can be quickly casted and shoots multiple bolts of energy at the target.
  • Wrough Iron Summon - Allows Caro to summon, manipulate and transmute inorganic matter. The most notable variation is Alchemic Chain, used to ensnare an enemy with metallic chains.

Items: Kerykeion - her Boost Device, which is essentially a tool possessing an AI and that used to augment the user's magic. Her programmed gender is female, programmed language is English and she posessses an amenable personality like her master. Her functions are reducing the mana cost involved in Caro's summoning spells and boosting her mana capabilities. Due to having one processor core in each glove, she enable to cast one Boost Up spell and one Enchant spell both at the same time, an ability known as 'Twin Boost'.

Weaknesses: Her defenses are generally not built to last long and behind them she is not much resilient than any other human child. Magic nullifying stops her short. She still has some rather crippling anxieties regarding her dragon summoning. Fried is weakened by getting wet.

He was both a radio host and a serial killer. After he killed his murder victims, he would bury their bodies on a deer hunting ground. Sometime in 1933, while burying the body of one of his victims, he was shot and killed after being mistaken for a deer by a hunter.

Arriving in Hell, through poorly understood means, Alastor quickly rose in power and through the ranks to become an overlord, a meteoric ascend unprecedented for an originally mortal being.

Hearing about the Princess of Hell, Charlie Morningstar's idea for a hotel to rehabilitate and redeem Sinners, he set out to put himself as a investor and manager, though admitedly he found the whole endeavour ridiculous and was mainly it for deriving amusement at the seemingly inevitable failure of the impossible task.

He was both a radio host and a serial killer. After he killed his murder victims, he would bury their bodies on a deer hunting ground. Sometime in 1933, while burying the body of one of his victims, he was shot and killed after being mistaken for a deer by a hunter.

Arriving in Hell, through poorly understood means, Alastor quickly rose in power and through the ranks to become an overlord, a meteoric ascend unprecedented for an originally mortal being.

Hearing about the Princess of Hell, Charlie Morningstar's idea for a hotel to rehabilitate and redeem Sinners, he set out to put himself as a investor and manager, though admitedly he found the whole endeavour ridiculous and was mainly it for deriving amusement at the seemingly inevitable failure of the impossible task.

He joined UCA for similar self-interests, wanting to preserve himself and let more souls to endure to later get dragged down, while also test and upping his mettle against greater foes.



Powers, Abilities

  • Flexibility - Alastor can contort his body into numerous unnatural poses
  • Demonic Magic - Alastor can cast magic thanks to the high power-level he has accrued in the demon ranking system . Alastor is also shown using a type of blood magic, clenching his fist until droplets of blood can be seen falling from it, such seen as a means to defeat another overlord by summoning eldritch tentacles.
  • Shadow Manipulation - Alastor is able to summon shadows and manipulate them into doing his bidding.
  • Spatial Warping - Alastor is able to get around with the help of his shadow and summon portals.
  • Pyrokinesis
  • Outfit Alteration - Alastor is capable of changing the outfits of his targets as well as his own with a snap of a finger.
  • Broadcasting - While living, Alastor's profession was as a radio show host, and he continues his broadcasts in Hell and beyond
  • Musical, Dancing, and Theatrical Talent - Alastor is shown to display moderate vocal abilities and excels at dancing, his theater talent useful in his deceptions
  • Alastor is shown to be quite a cunning individual, resulting in him accruing a large amount of power through his tricks and demonic deal-making for souls

Weaknesses: He will usually avoid being touched to a pathological degree, while not extending respect to others' personal space. Has an active, fervent dislike of dogs due the role of one in his death. He can get overconfident when faced with those he sees underneath him.
His overwhelming immorality can make it prove difficult to build rapport with more goody-two-shoes types.
