Basically it is a way to pump skills into your noggin at high speed, letting you (or your followers) get the needed skills to operate and repair the systems in the place.

I suppose that in that case, the next question is "what's to stop us using them to boost all of our skills up to 5?"

It works by letting you go into xp debt to buy the skill, and then you have to pay it back.

So sorry for being gone for so long! Especially without saying anything, that was rude. I kept thinking I'd be able to post tomorrow, or the next day, and then tomorrow always turned out busier than expected. I'm not sure if this game is still a going concern, but I'll post now just in case I'm still holding things up. In future I will make it a point to at least inform everyone when I haven't replied for a week or so and remain busy, that way you can at least carry on without me with my character as an NPC for a bit or something.
