Johan jumped over a small wooden fence and ran across an open field. In the spring time weather the flowers were in full bloom. Honey bees were busy working in the field and even though Johan was usually scared of bees he didn’t care to stop. The desire to see his brother before he left gave him the courage to run through.

Across the field he ran and jogged up a small hill. Johan got to the top and stopped, out of breathe but eager. From the height he could see a train station in the distance, and all around stood young volunteers. A few hundred young men from the surrounding farms and country side. To Johan they looked like small toy figurines, amongst them was his older brother David.

Him and all the volunteers were off to Berlin, to be trained at Prussian military academies. It was just months ago that David first brought it up to his family. The German states of central Europe that once fought and rivaled each other were now united under Prussian leadership. Nationalism and unity became the spirit of many Germans.

Johan watched for thirty minutes as men loaded onto trains. A loud whistle was blown, engines roared, and the train lugged away into the distance. Johan waved just as the train vanished from sight. Filled with energy and vigor Johan turned and ran back home.

The year is 1450 A.D. The great minds of Nickola Tesla, Edison, and Newton have all come and passed through early 1300 A.D. Together they left their marks on the world greatly advancing society and technology. By 1450 A.D steam and gas technologies have turned the world into a victorian era steampunk. Repeating rifles and new artillery pieces are the latest technology for European militaries. As for their navies, steam and gas powered ships push the possibilities in terms of trade and exploration.

Each player will pick a faction power from this reference map (Europe in 1500 A.D).” As leaders you will guide and develop your factions while roleplaying with others. You do not need to role-play as your leader, but you must still make moves as your leader. Resource management, tech development, diplomatic relationships, military, exploration, and war will part of the game.

Tech Tree

For rifle technology the Springfield Model 1861 is the rifle most commonly used. Rifle technology can advance through research and design. Repeating technology is even starting to be used.

Artillery is advancing the most. With oil and steam technology artillery is firing with power and precision. Field guns are at a 1890-1905 technology level but through creative design using steampunk technology players can develop world war 1 type artillery technology.

Basic steampunk machines are starting to hit the field. The development and designs, as well as efficiency, are up to the players.

Societal and Naval (Sailing, ship design, tactics) technology are at a 1830’s level. Victorian fashion is the current style. Exploration of the world is at a 1400s level.


ADVANCED TECH:
*These are areas that have not been discovered yet and can be discovered by players in the game.

Steam Factories = Higher production, less coal consumed, and faster speed.

Advanced field artillery.

Advanced rifling ----> Auto-loading rapid fire rifling.

Steam powered naval ships.

Basic naval artillery -----> Advanced naval artillery.

COMBAT RULES:
Politics and war are part of the game. More will be disclosed later but the stages of battle/war will be:

  1. Preparations.
  2. Strategize.
  3. Battle (If the battle is not decided it goes onto the “Later Stages”
  4. Mid-battle moves + Regular Total World Politics (As long as needed)
  5. Results.

Battles and wars will ultimately be decided on:
*The three bolded ones are most important

  1. How good was your strategy?
  2. How prepared was your army? Think in terms of supplies, skill, moral, energy, and positioning. Also think about unit diversity. An army just made up of foot soldiers will be not fair well attacking defensive steampunk machines with artillery support.
  3. How did your opponent fight you and how big was their army?
  4. How well did your forces work together?
  5. How well did you use your special units (i.e artillery, steampunk machines)?
  6. How well you kept them supplied.

RESOURCES:
Coal: Used to power factories + machines
Food: Used to feed the army and faction.
Raw Metals: Used for machines, military items, fortifications.
Revenue: Currency income for your faction. Purchasing power.

Munitions: Bullets, artillery shells, weapons, military supplies.


MANAGING RESOURCES:
There will be no statistical value held for resources. Instead we will use this simple way of keeping track.

1 coal = fuel factories, supply needs (may vary in terms of military usage)

With more than 1 coal resource players can choose to:
  1. Save coal
  2. Sell coal

1 raw metal = construct equipment, machinery, supply needs (may vary in terms of military usage)

With more than 1 raw metal resource players can choose to:
  1. Save raw metal
  2. Sell raw metal


Food is pretty simple and will be lightly moderated. Check the map to get an idea of your countries access to viable farm lands. From there feel free to be creative yet logical in how you use the land to feed your faction.

Revenue is the only resource that will have a statistical value. At the end of each turn your faction will either produce revenue, maintain revenue, or lose revenue. This depends on military expenses, trade agreements, and overall faction maintenance and production.

Revenue can only be spent on trading. Otherwise Revenue is saved up. Throughout the game revenue will fluctuate, going up and down in times of expansion and war. The main rule with revenue is that your count does not go below -10. When your revenue goes below -10 your faction is in economic ruin and civil wars will most likely follow. Hopefully that will not happen.
This is up to you, the player. Depending on your geographical region you have the ability to find or come up with unique resources that can be used in the game. Nothing game changing though, think more of luxuries, arts, crafts, food, design, and fashion. Mainly think of natural resources, nothing made.

For example 1:
-A faction produces wine. Depending on how much they can sell. With wine in their faction the happiness of the faction increases.

Example 2”
-A faction uses a quarry to produce quality stones from nearby deposits. Depending on how much they can sell. With quality stone more produces can be made increasing faction happiness. It is now possible for this faction to make slightly stronger buildings and city roads.

Faction Info: Naples is ruled by the Palamino Royal Family. A mix of Spanish and Italian blood ruling an independent Kingdom of Naples. Expansion into Europe looks to be tough so the north-African islands just across the Mediterranean are of great interest to the Kingdom of Naples. The Kingdom of Naples looks to also improve their production power and modernize their military.
