I think the main reason this universe doesn't have gunpowder because it gives a huuuuuge advantage in a large scale war. Unless you get an army that's entirely composed of magic users, the common foot soldier ranks are going to be annihilated by a row of guns. Even with explosives, it gives out a huge advantage. You can argue that magic has the same amount of destructive power, but my retort is that not everyone can use magic, but everyone can use a gun. It's simply the easiest thing one can use: Load it, aim, mind the recoil, pull the trigger, repeat. With little training, every soldier of an army can use a gun. Now imagine: 100% gun wielding soldiers vs. about 10% mages. The first one wins always.
