War Machine. Think about it for a moment. About how it can be interpreted, and what it truly means.
It has two meanings: one makes it a phrase, a way of describing military might; another makes it an object, a horrible weapon capable of massive destruction.
As horrifying as it is to think, Team Rocket has been creating both of them. And their work is nearly finished. They have gathered men and women in the masses, and have used Pokemon to both supply as well as arm themselves.
Multiple companies, multiple organizations, multiple people clearly serve as either allies or puppets to them, yet endless legalities and loopholes make it so that they are untouchable, that there is no making the first move.
Giovanni sits atop both a metaphorical and physical tower of power. His physical one impeccably guarded and armored. His metaphorical one is ready to topple... and crush all that oppose him.
But... there is still plenty of hope. The International Police has the potential to expand and adapt. The trainers have banded together to form a coalition called UK (United Kanto). A new faction may even rise against them. Many of the Gym Leaders and Elite Four have yet to be influenced (Read: become puppets) by Team Rocket, and may join the cause on any side.
