Surrounding the Soul Society, the majority of souls exist in these towns. Numbering 1-80 in each direction, the closer to the Seireiti, the more orderly. The farther, the more chaotic. After the war with hollows, many of the districts have been nearly overrun, shinigami unable to manage patrolling all of them.
