The Birth of a Mega-City​

2057 marked the year the US government had given its people a choice: complete independence or subservience to the Super State. After several tries, the globalization process finally failed at the beginning of the 5th decade of the second millennium. Despite the efforts of the global corpo powerhouses, the populations grew increasingly skeptical as a result of The Information Spill. The event that saw all big-name companies have their deepest secrets unveiled and sent all over the internet. In spite of the corporations trying to limit the reach of these files, they managed to find their way on everyone’s smart-screens. Governments were exposed as benefactors of corpo scum, turning a blind eye, willfully ignoring evidence in cases linked to corporations and even deliberately funding their projects in detriment to the people they were supposed to serve.

Whole governments were purged, new people were voted in or claimed power for themselves. Eventually, the world divided itself into multiple smaller factions, as to govern themselves better. The European Union shattered into 7 independent entities, while the US government allowed its people the choice in the matter.

In 2057, US states voted whether or not to become part of a superstate that would highly regulate corporations. Over time, the states who had voted to stay independent experienced high rates of emigration into the superstate and its reach grew. States had become mega-cities after large parts of certain states voted to join the larger entity of the American superstate.

The mega-city of New Cisco is your home and the year is 2086. As a resident of New Cisco, you do not pay taxes to the government, but at the same time, you do not benefit from government programs. The superstate government is authoritarian, in the sense that manhunts are conducted yearly, to rid the streets of “scum”, such as drug traffickers, pedophiles, and, generally, bad actors. Civilians may participate in these manhunts should they be able to pay a fee.

The streets of New Cisco are kept clean by various factions, one of the most prominent being the Bushido traditionalists known as the Ronin who are at constant war with the yakuza underground first, and the other gangs second.
The founder used to be a high ranking yakuza officer who had been set up due to his outspoken stance of the organization’s willingness to sell drugs indiscriminately and make use of child slavery. He needed to be rebuilt from the ground up. So his guys keep the streets clean and work as local enforcers.
There is, however, a special number any former citizen of the United States is able to call.
It's an emergency number, which will prompt the nearest governmental police station to send a Justiciar Squad to your location to enact temporary order and remove the ability of the perpetrator to cause any more damage.

Several companies have set up shop in New Cisco. These companies aren't very well seen by the other clean companies that sell in “civilized” places because they often team up with gun runners and pay gang members to rep their gear. Some of these companies have even had their start in independent mega-cities and, as such, aren’t seen as actual companies by the corporations outside of independent states.

Major gangs of New Cisco (also called Beibai City)


Mujitsu No Dansei:
Lead by a cyborg named Kenshin who got burned by the Yakuza. He was rebuilt from the ground up and has raised a mutiny inside the yak ranks. They've waged open war on the many Yakuza families citing leadership corruption and their willingness to forsake the Bushido way for power and influence. Kenshin has gone public on his intention to weed out the corruption and gave a "call to reason" to every low-ranking yakuza member or anyone that may feel the Yakuza is taking a turn for the worse.

Several Yakuza conglomerates:
Many families make up the total manpower of the Yakuza crime syndicate. They are many, but they have been found lacking cohesion recently, from some joining MND to other, smaller families, breaking away from the massive conglomerate and starting mutinies of their own. Yakuza families can be found in every district of New Cisco, and every nook and cranny of the surrounding area.

Freeloaders:
Supremely nihilist gang bent on living in the moment. Drugs, sex, and bad music. Keep your kids away from them. They preach unbridled acceptance of any of the human mind’s sickest perversion saying that “If it comes from the human mind, it must be natural.” Fucking hedonists, the whole of them.

Party Harders:
Owns most of the clubs in the New Cisco area, and those they don’t own pay homage to them for their aggressive overtaking of New Cisco’s club-scene over 20 years ago. Clubbing is easily the New Ciscan’s favorite past time. They are lead by a Council of club-owners who are almost always engaged in backstabbing one-another, if only for the fun of it.

Minxy-Jinxes:
Originally, one of the many brothels formed after San Francisco became New Cisco who, eventually, grew into a huge business among New Cisco’s kinkier side. The gang’s population is almost exclusively women, save for low-level muscle and exceptions to the rule. The members have undergone gene therapy to enhance themselves to look more like demons, succubi, especially. Now, it owns, by proxy, most of New Cisco’s Red Light activity, not only just the kinky side. Their leader is a woman named Jessica Bell, who is, in fact, the gang’s and first brothel’s matron.

Street Monks:
Not as much a gang as they are a group of like-minded individuals. Most of them adhere somewhat to the Buddhist teachings, but also combine it with the potent use of cybernetics. The most talented of them are known to perform cybernetic surgery to perfection, as they believe that a lacking result is one of the worst crimes they can commit. Most of them are into charity and do not require payment for their services. They take care of orphans and the poor people of New Cisco and are often sworn to be pacifists.
