The Birth of a Mega-City
2057 marked the year the US government had given its people a choice: complete independence or subservience to the Super State. After several tries, the globalization process finally failed at the beginning of the 5th decade of the second millennium. Despite the efforts of the global corpo powerhouses, the populations grew increasingly skeptical as a result of The Information Spill. The event that saw all big-name companies have their deepest secrets unveiled and sent all over the internet. In spite of the corporations trying to limit the reach of these files, they managed to find their way on everyone’s smart-screens. Governments were exposed as benefactors of corpo scum, turning a blind eye, willfully ignoring evidence in cases linked to corporations and even deliberately funding their projects in detriment to the people they were supposed to serve.
Whole governments were purged, new people were voted in or claimed power for themselves. Eventually, the world divided itself into multiple smaller factions, as to govern themselves better. The European Union shattered into 7 independent entities, while the US government allowed its people the choice in the matter.
In 2057, US states voted whether or not to become part of a superstate that would highly regulate corporations. Over time, the states who had voted to stay independent experienced high rates of emigration into the superstate and its reach grew. States had become mega-cities after large parts of certain states voted to join the larger entity of the American superstate.
The mega-city of New Cisco is your home and the year is 2086. As a resident of New Cisco, you do not pay taxes to the government, but at the same time, you do not benefit from government programs. The superstate government is authoritarian, in the sense that manhunts are conducted yearly, to rid the streets of “scum”, such as drug traffickers, pedophiles, and, generally, bad actors. Civilians may participate in these manhunts should they be able to pay a fee.
The streets of New Cisco are kept clean by various factions, one of the most prominent being the Bushido traditionalists known as the Ronin who are at constant war with the yakuza underground first, and the other gangs second.
The founder used to be a high ranking yakuza officer who had been set up due to his outspoken stance of the organization’s willingness to sell drugs indiscriminately and make use of child slavery. He needed to be rebuilt from the ground up. So his guys keep the streets clean and work as local enforcers.
There is, however, a special number any former citizen of the United States is able to call.
It's an emergency number, which will prompt the nearest governmental police station to send a Justiciar Squad to your location to enact temporary order and remove the ability of the perpetrator to cause any more damage.
Several companies have set up shop in New Cisco. These companies aren't very well seen by the other clean companies that sell in “civilized” places because they often team up with gun runners and pay gang members to rep their gear. Some of these companies have even had their start in independent mega-cities and, as such, aren’t seen as actual companies by the corporations outside of independent states.
