Name: Moira
General Life-Span (Eternal Allowed): Varies depending on level of biological engineering and mechanical augmentation. Minimum average is 80 years, maximum is ongoing.

Appearance:

The Moiran form, mandatory genetic manipulations included. The eyes are sunk deep in their sockets to provide greater protection. Bone structure is heavily pronounced against tight, leathery skin. Mouthes are small, with a circular row of teeth underneath. One nasal pathway is present between the eyes, existing as a controlled hole which leads directly to the mouth. Their skin is noticeably pale, and typical muscle mass is nothing greater than 'average.' The skin upper section of the head comes to a noticeable protrusion, with interlayering bone that protects a nutrient sack attached to the back of the head running to the back.

Attributes:
Moira are native to cold planets, living in deep underground cave systems. Their bone structure is able to withstand heavy blunt trauma, and their skin is thick enough to protect against sharp surfaces. Their nutrient sacks allow them to store large amounts of nutrition and fluids, giving a common illusion that they simply do not need to eat. On some planets, their rare meal times are treated as holidays, where Moira binge on exorbitant amounts of food. This has given them an ability to survive in some of the most trying climates and conditions, but their specialty relies on cold climates. Strangely, they are also known for having a complete disconnect from the field of psionics - Using it, or feeling its effects directly against themselves. While they are a tough species, their thick bones and skin also makes them slow-moving and bulky. Vehicles and crafts are more expensive than for smaller creatures, simply to take on the size of their pilots and drivers.

Name: The Moira Collective Empire
Type of Government: Meritocratic Autocracy
Leader(s): Arahas
Home Planet: Parthia
Ethics (Morality): Historically, Moira have their origins in struggles between other species, and expanded out of a fear over their own extinction. While their fear of the end has died down, its effects largely remain; the Empire keeps its meritocratic teachings, and it remains that the survival of their own species is of the highest importance. To this end, only those who can contribute to their species and government have any worth. Diplomatically, they are fickle and selfish. Even their partners commonly consider the Empire, and indeed many of its citizens, cold and morally appalling.

Society: Moiran society is made to support the ethics they live under, and to keep the government in power. All members of the empire rely heavily on the government's monopolized services, yet many luxury industries and services are released for private control. Some services, like architecture, have shared control between private companies and the government. Moiran currency works in two levels: The universal 'Marks,' of varrying pronunciations depending on species and region, and the Government Credit . The latter is an additional currency provided only from the state. How much one earns is decided by the importance of their occupation. While nearly any occupation provides some amount of government credit, the requirement to purchase 'citizen' status, and the time restraint for one to do so, leads many to take special roles such as those in the military. Those who fail to purchase their citizen's status in time are labeled 'undesirables' until they do purchase their title. However, this label is often a death sentence to living standards and situation for state civilians as all rights and protections are revoked. As a result, finding any job able to garner the credit becomes impossible. However, some have managed to make it.

While citizenship is the only titled class, it is by no means the only officially recognized status. Under the credit system, classes higher than citizenship are individual and fluidic; if one has 100 credit, for example, they will be treated with higher respect and consideration than someone with 50 credit. State propaganda has enforced its social effects, where credit is commonly considered direct proof of superior character, which itself holds many benefits in the capitalistic sections of the empire. Due to this, while Moira are collectively considered more important than subjugated species, individual Moira may be lower than individual xenos. Additionally, while Moira are collectively the most important, the Homo Imitors have earned their status as being the second most important within the empire.

Outside of planets dominated by the home species, on the further reaches of the Empire, there is far more freedom in culture and the system of law. There are many planets with their own cultures and rule of law, though they still experience the propaganda machine, paramilitary, and overarching constitution of their overlords

Moira keep a strong monopoly on gene modification, and there are hefty consequences to black market dealings in such an industry. In the Empire, one can not hope to receive modification outside of those made mandatory. What is mandatory depends solely on species, and rank or role are entirely irrelevant to this. The Empire hopes to keep the divide between species clear, without any grey line within any group. There is a noticeable prejudice against mutants within the Empire, but no official action has been taken against them. However, planetary law has been given the leniency to deal with such undesirables as they choose.
While gene modifications are often restricted, there is no ban on augmentation. With a culture of collective survival, augmenting one's body is a very popular practice. Indeed, it is rare for a Moira to be organically pure. Well-indoctrinated subjects have also taken this as a common practice, though there are plenty within the Empire who are either contempt to Moira-crafted robotics or shun augmentation all-together.

Military:
Military doctrine within the empire varies greatly depending on region, species, and planet. Moira themselves prefer to use heavily armed and armoured infantry, but how they approach a situation will varry greatly depending on their foe. Many times in their history their rock had met a combatant's paper, and had to adapt. Now they try to keep their arsenal wide, with specialized weapons and regiments. Indoctrinated species bring their own doctrines with them, and will frequently see themselves on the battlefield to serve their grateful overlords. Due to this focus, there is an important amount of funding given to military intelligence. The Empire prefers to learn as much as they can before making a battle plan, and until such information is gathered their procedure is to be defensive.

In naval combat, Moira have far more consistency in their methods; preferring to save their ships, fleets are equipped to engage enemies at extreme ranges with powerful guns. While not particularly sturdy or mobile, they are nevertheless very fast and have tools to keep encroaching enemies at bay. Closer engagements are more preferrably taken on with swarms of disposable attack drones, sometimes escorting marine transports.

History:
Moira history is soaked in the blood of many wars, defensive and offensive. From the war-for-self, the war of first sight, the Arahas crusade, the New Imperial civil conflict. The nation's existence, people, and government have been threatened many times in the past, yet they have survived it each and every time. While they may not have come out strong each time, it was enough. Today they are a sprawling galactic empire, dominating much of the Regis Spiral. Their oldest leaders date back to their first fight against the xenos, though none can claim to be as ancient as their leader: Arahas. Made mechanical since the dawn of space travel, her current form has more similarities with a hulking super computer than any organic being. Though she is an amalgamation of old and new technologies, she may be how they have survived; there is no one within their empire more experienced than her, though she can not rule alone. Thus, those who have proven themselves have joined her in what has, thusfar, shown to be immortality. Eldars of meat and machine, granted the title of 'overseer,' recognized as the nation's most honoured citizens. Moira have long-since shifted away from the theocratic monarchist system of old, though and with it much of their religion and spirituality. Moira are strong, but fanatical in dark pursuits, caring for nothing but practicality for their empire. Nothing matters but that, and it matters not what the individual, or the outsiders, have to give for that end. Arahas has lead them to power, but some may say they've lost an important piece of themselves along the way. It's best to hope that they are wrong, because there is no sign of recovery - The Moira are what they are, and will only further embody what they've become.

[Character Sheet]
Name: R17-S44-P2-134524, 'Jiekalm Kmuegersto.'
Morality: Lawful Neutral
Age: 337
Species: Moira
Appearance:
Indistinguishable from the expectations of a Moira, if limited to the biological side. Perhaps his indistinguishment is more-so due to the augmentation hiding his organics; a large robotic eye, jutting out of the socket like a large steel box, where wires interwind and go back over the skull to take position on the right 'temple'; mechanical arms hidden behind synth-skin, though their true nature revealed by the occasional breach of wires or odd steel protrusions used to keep the skin tight; permanently attached chemical filtration device over the mouth, with internal oxygen bag; then, finally, prosthetic legs of similar nature to the arms.

The uniform offers additional distinguishment to keep himself from being mistaken from the others: The Green-and-Blue colour pattern distinguishing him as a member of the special forces marines, with the company commander's rank proudly displayed on his shoulders.
Paraphernalia:
Standard-issue plasma pistol, customized with wood grip and internal HUD laser.
Standard-issue PDA.
Hugo-brewed 'Fuudu,' a fungal alcohol popular to its inhabitants.
Officer's uniform.
Random assortment of personal belongings, including spare clothes.
History:
- Vat-bred on Hugo as part of a population balancing operation. The planet is noted for its tension within the subjugated species and certain sympathetic Moira. Local paramilitary presence is strong within the area.
- 134524 earns his citizenship in three year's service with the planetary defense force. Tension does not boil over during his service, nor does it ever. 134524 creates the name 'Jiekalm Kmuegersto' in honour of his citizenship.
- Following citizenship, subject transfers to the reserves while attending advanced education at a military center. Subject shows interest in the officer's program, within the marines branch specifically. Subject eventually graduates, with a promising recommendation to 2nd platoon under 'Kishier' regiment.
- Subject's service consists of a wide variation of operations, from black market investigations, partisan suppression, terror ops, and those too classified to disclose. Jiekalm shows a great deal of competence as an officer, and earns command over the regiment.
- Recently he has been assigned to a high-risk operation, tasked with investigating strange and troubling reports coming from spies in the Araxi galaxy. A military naval commander from the Homo Imitors is assigned to escort and assist 134524, along with assigned company and one specialist platoon. 134524 is to gather information, but is equipped to take action if such is deemed fit by command.
