-The Royal Family-
The current royal family, the Hargreave family, has ruled for the last three generations. They gained royal status when the current king's grandfather, Alexander Hargreave, staged a successful coup against the royal family of the time, the Raimbaut family. Following the coup the Raimbauts were, save for the youngest child who managed to escape, put to the death by the new king, Alexander. From there, Alexander ruled with an iron hand, managing to control the five noble families and assert his dominance over the city, until he stepped aside at age seventy-five to let his daughter, Luciana, take the throne, aged 40. Her rule, like her father's, was firm and unquestioned. However, unlike her father who was firm but fair, Luciana had a streak of cruelty within her, especially towards the lower classes, and her reign reflected this. As a result of this resentment began to build up, eventually culminating in the assassination of the Queen just twelve years into her rule, the creation of the Renegade faction, and a power vacuum between her two oldest sons, Orson, the crown prince, and Leighton, his ambitious younger brother. The two of them would then launch into an incredibly bloody conflict, now known as the Coronation War, that spanned the next seventeen years and severely weakened the power of the royal family. The war eventually ended with the defeat of Orson by Leighton and the subsequent assassination of Leighton during his victory parade in a desperate suicide attack by the remnants of Orson's forces. As a result, Luciana's third son, the sheltered and weak-willed Reginald, ascended to the throne. His rule over the last ten years has been an uncertain one as he neither commands the power nor the authority to completely check the noble families, leaving him and his family vulnerable to a combined coup.

Cassandra shares her husband's views in putting the people first but is far more pragmatic about it, balancing out Reginald's idealism. Unfortunately, due to several failed assassination attempts early on in her reign, Cassandra has developed a fear of crowds and as such rarely leaves the Citadel.

Due to her mother's fears Cynthia has lived a sheltered life and as such is very naive about the ways of the world, retaining a good portion of her childlike belief in the goodwill of people. She is also a very kind and compassionate person who will gladly stop whatever she is doing to help others, a trait that manifests in a gentle, warm, and relaxing demeanor that makes her popular among the Citadel's servants and guards. However, her sheltered lifestyle has also created in her a curiousness and a desire to see the rest of the city for herself.

Thomas is unlike his parents or older sister in that he is arrogant and prideful, as well as somewhat narcissistic. He views himself as a special being apart from all the common folk and as such he sees the fact that he stands above them as only natural since they are lesser beings. Furthermore, Thomas has no qualms about proclaiming these views, much to the displeasure of his parents. This personality mainly arose from the fact that his father, having a hard time saying no to him, ended up just giving the prince whatever he wanted, thus spoiling him. He looks up to his grandmother, Luciana, as a model for a strong ruler.

Contrary to her twin brother Erica is quiet, serious, and cold. She sees little point in having friends or the like and spends most of her time alone. Instead, she devotes herself to training her body in various martial arts and studying. She is fiercely competitive and believes that one should never stop improving themselves, though this can be hard to tell by just looking at her.

That said, she differs from her sister in that she is far more energetic and bubbly, as if she cannot contain her enthusiasm. This is not always the best thing as she is quite the klutz, meaning that she is constantly falling over as she runs about the Citadel following Cynthia.

In short, he was every inch the ideal ruler with no real vices and a deep seated desire to make the city, and her people, great and prosperous.

However, where she differed from him was in that she had none of his fairness and furthermore had a streak of cruelty that was all her own. She believed that as the ruler she was special, above everyone else in the city, almost divine if you will. As such she looked down on everyone else, especially the poor. Luciana would frequently punish those who spoke against her harshly and ruled tyrannically, it was her way or death for her subjects.

The Meinhardt Industries dabbles in other areas of research and development mostly in secret or under the table, but has always been aligned with the ruling family (the current being Hargreave)

The Peacekeepers are the closest thing to a police force that the city has and they fall under the authority of the Royal Family. That being said, they function more as a sort of secret police, generally working behind the scenes and making those who go against the Royal Family simply disappear. As such, the Peacekeepers are regarded with fear, even among the rich, as they, rather ironically, never herald peace. The Peacekeepers also function as the elite troops of the Royalty, mainly working as a sort of special forces unit in the event of a true conflict.

Isabelle is incredibly loyal to the Royal family, and has been essentially her entire life. Her loyalty is to the extent that it is the foremost thing in her mind and she would be willing to do anything, even give her own life, for the Royalty. In fact, her devotion reaches zealot-levels at times. This trait, and the fact that it allows her to act with a detached callousness towards those she sees as going against the Royal Family, serves her well in leading the Peacekeepers. It is important to note however, that Isabelle doesn't particularly enjoy hurting or killing people, just that she bears an immense hatred for the enemies of the Royal family, born of her loyalty.

Elouan is a cruel man, to the point that calling him a sadist would not be amiss. Furthermore, he is narcissistic and believes himself, as a denizen of the Inner City, to be superior to those of the lower districts. This trait also manifests in the sense that Elouan is an incredibly ambitious man, not content with being at the level he is and instead lusting after the throne itself. To achieve this Elouan is perfectly willing to exploit and manipulate others with little care as to what happens to them. That being said, he is also a rather shrewd man, never making his ambition too apparent, especially to those who are loyal to the crown.

The Emporium is the largest black market within the city. Located within the Outer Rim it is a veritable bazaar of all types of goods, from smuggled books and movies to weapons, slaves, drugs, and almost anything you can think of. That being said, The Emporium (the organization) does not itself buy and sell all the goods that flow through it, but rather it allows other merchants to sell under its name for a cut of their profits, essentially becoming the managers of the whole affair. The organization came to be several generations ago and aggressively took over the black markets around it in the span of several years, establishing its dominance as the foremost purveyor of illegal goods.

Mammon is a cautious man and as such he is rarely seen out and about, even within The Emporium. However, this caution is not caused by nervousness, but rather practicality due to the many enemies he's made over the course of his career in the underworld. Furthermore, Mammon is a greedy man, willing to sacrifice anyone and any aspect of his humanity to make himself wealthy.

Shangri-La is the largest organization of brothels within the city, as well as one of the older factions overall. It mainly operates in the Rim, where seeing its employees out on the streets flagging people down as they pass is a common sight, and in the Inner City and where it works more as an escort service. One common feature between both districts is the existence of physical brothels, though the form they take is different depending on where it is. In the Inner City they are high-class establishments that are officially known as massage parlors or spas (though everyone knows their real purpose) whereas in the Rim where they resemble more closely motels and make no pretenses as to their purpose.

Personality: Asmodeus is a confident, haughty woman. She knows what she wants and she is determined to get it. This manifests in her lack of moral compunctions in regards to how she achieves her goal, save for the fact that she does seem to truly care for the prostitutes working for her. Asmodeus is also a incredibly charismatic and seductive person, and she knows it, using her charm often as a way to get her way. Furthermore, she has a taste for expensive things and is not shy about flaunting her wealth, though she is no fool and always takes proper precautions in regards to her safety.

That being said, one thing that's for sure is that she is entirely willing to go to any length to complete any job she takes.

Harlequin is the city's premier covert material acquisition organization, aka, it's the best group of thieves in the city. However, instead of stealing for themselves, the members of Harlequin hire out their services to anyone who can pay. If you really want something for whatever the reason and someone else has it, that's where Harlequin comes in. Like Pierrot, Harlequin was founded quite recently, within the last 5 years. That being said, it has grown to be a fairly sizable organization and has time and time again proved itself to be a highly capable group.

Leviathan is a perfectionist, meaning that she has incredibly high expectations of those around her and she is very strict about this. However, this also means that her stress levels are constantly very high, and even one small failure can earn the perpetrator her ire.

Ragnarok is the city's foremost mercenary operation, having a reputation for having the best operatives in the business. Furthermore, while their rates are expensive they have the track record to back it up, along with the fact that they offer full refunds should they fail a job. Needless to say, that rarely ever happens. Founded during the Coronation War as just Boris and his squad, they quickly found employment in the conflict. From there they proved themselves to be highly effective, giving them the reputation needed to expand the operation to the point that it became one of the Seven Great Crime Factions. Currently, Ragnarok serves clients all over the city, taking any job that they get paid for.

Boris is, contrary to how he looks, an extremely rational person, not prone to flights of emotion. This trait serves him well as a commander and as the head of Ragnarok as he is not easily lead into traps or unwinnable fights based off of his feelings. That being said, he sticks firmly to his own code of honor, which can be exploited to.

Fenrir is as hot-blooded as they come along with being an adrenaline junkie through and through. She gets bored easily and is not patient in the least, preferring to go in guns blazing from the front rather than trying any sort of more complicated plan. She also doesn't work well with others as she tends to leave them behind in her seemingly suicidal charges. That being said, she has incredible natural instincts honed from years of combat experience as well as what seems to be the devil's own luck, both of which have kept her alive thus far. Furthermore, her amoral nature makes her well suited to being a mercenary as she doesn't care who she's fighting as long as she can fight. Lastly, Fenrir has an unpredictable temper, keeping people on their toes as something that didn't offend her one day might cause her to fly off the handle the next. The only consistent thing about it is that the longer she goes without a job the worse it gets. Currently the only people able to calm her down are Boris and Gleipnir.

Gleipnir is best described as cold, doing everything with machine-like precision and efficiency. She never questions orders, simply doing what needs to be done to accomplish her mission. Furthermore, she possesses incredible patience and self-discipline and is rarely seen to be angry or frustrated, though this doesn't happen often. In fact, it's rare to see her show emotion at all really. Gleipnir is also a very distant person which makes it very hard to get to know her, and that's just the way she likes it. Furthermore, she doesn't speak much, generally only when spoken to. However, she does tend to open up more, though still not much, around Fenrir. Finally, while Gleipnir doesn't hold grudges when she's insulted or hurt, she does when those she cares about are.

While Seraphim's main source of income stems from the slave trade, buying and selling members of all the races, their true goal lies within using genetic manipulation to create the perfect being. As such they are primarily a research group with little real interest in money save for the fact that they need it to fund their research. Seraphim is also one of the largest creators and supplies of Homunculi, and to a lesser extent Hybrids, with their clients ranging from the noble families to criminal factions. While they were only established about a decade ago, their scientists have already been making great progress in the field of genetics due to the fact that they are constrained by morals to a lesser degree even than the major corporations who are known for their greed.

Personality:
Lucifer is a man consumed by one goal, to create the perfect being, which is why he founded Seraphim. What this means in terms of his mannerisms is that he is entirely uninterested in anything that doesn't help him further this goal. He is curt and impatient with people as he sees them as flawed beings that aren't really worth his time. It's important to note though, that he doesn't see himself as perfect, or even close, he just believes that he possesses the drive and the knowledge needed to fulfill his goal which makes him more important than others, if only marginally. In fact, the only people he treats with any degree of politeness are his scientists, whom he sees as similar to himself, and well-made homunculi and Hybrids, whom he sees as being superior beings to the unmodified races.

-Wonderland-
Wonderland is the city's largest and most prosperous drug cartel with a presence throughout the city, from the Rim to the Inner City. The organization has been around for at least 40 years and is on it's second leader at the moment. That being said, it was much smaller under the command of the first generation leader, only beginning to really expand when the current leader took over. When that happened Wonderland began to absorb smaller groups in a bit to increase its territory, eventually rising all the way to the top. Furthermore, Wonderland began to open its own labs in order to create its own drugs at that point which also contributed greatly in its rise.
Major Drugs of Wonerland:
Lethe - Relaxes the user, helping them to forget their problems for a time, and gives them the feeling that everything will turn out fine along with a sense of general well being. However, one the high wears off intense anxiety is often felt and the body's fight-or-flight response is triggered for an extended period of time. Extended use results in addiction, paranoia, and eventually stress-induced heart failure. Very popular and widespread within the Rim.
Arora Drip - Causes incredibly realistic hallucinations which can range from old memories, the world around them warping strangely, to them feeling their own death and it is impossible to tell what will happen while on a trip. There are generally no initial side effects to using Arora Drip but with extended use the hallucinations will begin to occur when not under in influence, growing in frequency and intensity as use continues, until the user cannot distinguish reality from their hallucinations and their mind crumbles to madness. Popular as a recreational drug in the Inner City.
Elysium - Causes feelings of euphoria combined with a false feeling of the user's own invincibility. Furthermore, it dampens decision-making abilities as well as pain, causing many users to attempt feats or stunts that they otherwise would never consider trying while sober. As use increases the high that accompanies it actually increases in intensity rather than decreasing, meaning that users attempt more and more dangerous actions which usually results in either severe injury or death if left unchecked. Also, it has been shown to degrade long-term users' sense of touch along with their survival instincts, making them more likely to engage in hazardous activities even when sober. Popular primarily among young residents of the Inner City, though there is also a sizable market amongst those of the Middle City.

Beelzebub is an incredibly unpredictable man, partly due to the effects that his own products have had on him. It is very difficult to tell how he will react to things as one moment he could be calm and the next he could be in a murderous rage for no real reason. That being said, he does retain enough sense to be able to run his organization effectively and is not a man to be taken lightly.

-Renegades-
The Renegades are a group dedicated to ridding the city of the upper class so that the poor and oppressed might have a chance to be free. To achieve this they have turned to terrorism, generally targeting corporations within the Mid-City with bombings and shootings, along with some more clandestine work within the Inner City. Due to this they frequently clash with the Peacekeepers. The Renegades were formed at the beginning of the last year of Queen Luciana's tyrannical rule as a resistance group. In fact, it was them, with the help of some of Ragnarok's mercenaries, who successfully pulled off the queen's assassination. Following that, during the Coronation war, the Renegades were active in sowing discord between the two forces, which was one of the primary causes for the two princes' mutual destruction. Currently, the Renegades are focusing their attentions on the Corporate Nobility in an attempt to weaken or destroy them, though they don't have the power to truly attack any of the noble families head on. That being said, their elusive nature makes it hard for the Nobles to really retaliate, causing somewhat of a stalemate.

Johnathan is a righteous man and he truly wants what's best for the poor of the city, doing whatever he can for them without unnecessarily jeopardizing his organization. Due to this he has becomes a sign of hope for them. On the other side, due to the atrocities committed under the rule of Queen Luciana his view of the upper classes has been twisted into an intense hatred, causing him to turn to terrorism as his means for "freeing the city" as he terms it. He doesn't particularly enjoy killing, but rather he sees every member of the upper class killed to be one less person pushing the poor down and takes pleasure in it in that sense.
