Year 2065
Between the chaos of climate change and political exploits, the world had truly turned into a stereotypical dystopia. People with money lived the high life and only got richer, while the poor resided in run down crime infested neighborhoods and continued to go deeper into poverty.
The high rates of poverty made life hard but made it easier on the conscious to steal, sell drugs, sell their own body's, and sometimes kill all in the name of money. When life was hard, you had to become hard. When money defined your status and place in society, you would do anything just to obtain a single place in said society.
When CEOs ruled the world, everything suddenly becomes disposable. Something as fragile as human life became a game, something to manipulate and toy with. Money brought you power and political status. Money kept law enforcement quiet, rumors hushed. But most importantly, money gave you the opportunity to do anything you so desired.
Outside city limits, behind the metal walls, was barron Earth. Pollution from corporations and years of war for power turned the majority of the ecosystem into desert. Beyond desert were large bodies of water that engulfed most costal cities.
People who lived outside city limits were known as deserters, not because they deserted the cities and it's greedy leaders, but simply because they lived in the desert. Deserters normally lived in pack like communities and maintained their own laws. Unless their was a bounty on one's head, most would never travel past the cities gates, even though leaving the city never came with consequences. Living in poverty neighborhoods subsiding in the city was easier than living amongst the sand.
Plot: Crime in the low income districts of the city was at an all time high. Most law enforcement in those areas were scarce. If one were to become an officer of the law, most would pick a comfy job in the mid income to high income districts but not Chatacter A, a rookie detective joining the Contra district. District Contra is unfortunately famous for being the home of the most notorious crime organizations. To combat the rise in crime coming from district Contra, Contra PD implemented a partner system. Ex - convicts were given an ultimatum, to either join the force, help using their "street" knowledge to take down even the most dangerous crime leaders, or return to a life in prison or isolated confinement. Contra PD was harsh but took no bribe money and was only privately funded by an unknown donor. Only people who wanted to truly earn their (small) paychecks chose to join Contra PD. Convicts who are given the opportunity to join the force and agree, becomes a permanent resident of the PD and is branded with the status of "Hunting dog" for they are to be used like dogs no more, no less. Hunting Dogs are not allowed to leave the premises without a inspector/detective at their side. All Hunting dogs have chips implanted in their spinal cords upon orientation. Not only do these chips track individuals, it can also temporarily paralyze it's host if any attempt of leaving the PD's premises were to happen. The Detective paired with any Hunting dog will also receive a device that can trigger paralysis at anytime an order is disobeyed.
Character B is a "Hunting dog" paired with a rookie detective (character A). Character B will be an experienced Hunting dog with a few years under their belt. Together, they will solve crimes small and big, where their relationships leads, romantic or platonic, will be written as we go.
