The Government of Leosar
National Level
At the top - the Monarchs, usually referred to as King/Queen Regnant and King/Queen Consort. They rule together with equal(ish), though the King/Queen Regnant has the final say on matters/issues presented.
Next, the High Council of Bailiwicks. These are various positions held by the "most educated" in the land, though more often than not these are experts who bought their way into the office. Their titles are Lord/Lady ______ , Bailiff of [insert subject matter]. For example, Lord Aligard Denari, Bailiff of Agriculture.
Each of the Bailiffs have staffs and Assistant Bailiffs in charge of those staffs.
Provincial Level
At the top - Dukes and Duchesses, referred to as Duke/Duchess ____ of [province]. It's a hereditary position.
Then there's the provincial council, which is comprised of men and women who lead the major guilds in the province. These men and women will occasionally travel to the capitol city to report directly to their Bailiff. They're referred to as Leader ____ of the _____ guild. For example, Leader Mary Sherman of the Metalworking guild.
County and Local Levels
From there, Counts/Countesses in charge of counties (they have staff but no one in charge of guilds), and Mayors/Mayoresses in charge of cities. Villages and towns usually answer to their local city, or form their own leadership. Depends on the city.
