Eggman made contact with that reality. Once contact was established, once they'd...come to an understanding...he empowered it and made various one-way, VR bridges between Mobius and that reflection of reality. These entrances were almost identical to the Zones they mimicked...except their positions were somewhat displaced compared to the Zone they'd overwritten...not enough that it'd be noticeable unless one looked at a map.
Sonic and Tails, therefore, wandered unaware across one of the bridges, making it all the way onto the Station hanging above Mobius before reality began twisting against them. They get separated amid the confusion and Sonic believes Tails is dead, having seen what looked to be the fox's demise just before reality freaked out even more than it had been. It warps him back down onto the planet's surface where others have also crossed over into this reality...and reality itself becomes their opponent.
Here death means getting absorbed into this reality's mind. Tails, however, came into contact with the device Eggman (who was in normal reality) was using to observe events over in the reflected reality...a device that'd been functioning as a one-way passage into normal reality. It sent him away from the moment that would've been his demise, back to where he'd been right before where he'd earlier entered into the reflection. In this reality Eggman's forces are out in mass, hunting down any who hadn't gotten caught in the bridges yet.
The RP will take place in both realities and when you're filling out the character sheet you'll have the chance to select whether your character starts out in normal reality, or the reflected reality. There are some characters that have their starting reality already set (ie: Sonic in the reflected reality). Any starting in the reflected reality won't be able to switch over to the normal reality, whereas those in the normal reality could later head over into the reflected reality via the bridges.
You can pick characters from the Sonic games or the IDW comics. OCs are welcome too. The list below is just those that have their locations already set.
