It's all the congestion due to the Stormblood release. You might be able to do it if you can log in during a non-peak time (mornings EST are usually slower).

They are currently trying to expand the game servers. Give it time. The sane thing happen after heavensward was release. They may end up making more servers and tranfering characters to them
