Government
Champoor has a sad state of governance due to the influence of the Court of Secrets. The city itself is ruled over by a Magistrate, elected by merchant classes to keep what little peace they can. The Magistrate holds full authority over the sadly corrupt City Watch and various Ministries that work to keep the city standing and working. Graft is common if not flat out expected.

The current Magistrate is the overwhelmed Calda Fen, a failed merchant forced to flee into civil service to avoid debts. Fen is no fan of the state of affairs in the city. Rumored to be well-meaning but utterly powerless against the entrenched corruption encouraged by the Court of Secrets and Sacred Societies. Fen struggles against the system, managing to indeed keep Champoor in workable state to allow the flow of commerce. It is an open secret Fen is no fan of Tenepeshu or her Court, disdainful of the elemental dragon queen. She's prayed desperately the to the City God in hopes of seeking an ally who would want their city restored to them.

Most of the government is funded by tariffs on trade. Enough flows to keep the city afloat, but many bureaucrats and minsters take their own 'fees' as well. Merchants can do little but accept this, knowing that without the City Watch and Magistrate, the city would break down into utter chaos. Chaos is not profitable, even for criminals.

Society
Champoor is a jumble of classes. Nobility from other lands is respected but is of little use to the mercantile city save for money and credit. Crime is rife and often goes hand in hand with business due to the shadow cast over the city by the Court of Secrets. While the City Watch stands as the city's defenses and law enforcement, they are sadly heavily corrupt. Most citizenry more often pay up their protection money to the local Sacred Society to keep their property unmolested.

In Champoor, crime is a profession. Money flows easily and there are merchants of great wealth and influence. Guild Silver and Realm Jade flows here equally, often exchanged over merchant preferences. The Sacred Societies form the criminal organizations of greatest size and power in Champoor. Each is headed often by a High Priest or holds one in a ranking position. The Sacred Societies form the powerful foundation of the worship of Tenepeshu, making prayers and offerings. Many claim turf over Champoor and squabble over claims, particularly over the bay areas and major mercantile districts.

The wealthy tend to stay in good relations with the Societies, paying them off or making business partners. The rich reign almost as if no law exists. They bribe the Watch and pay favors. Money flows down to the lesser merchants who provide many service the greater trade houses can't be bothered with. Taxes and tariffs are collected over commerce which makes smuggling a major business for various parties. The Sacred Societies hold smuggling up highly with most other crime.

Faith
The most obvious power in Champoor is Tenepeshu. The elemental water dragon is a wicked creature who revels in the crime and corruption her Court of Secrets encourages. She savors the various offerings for criminal endeavors and thus keeps the city in eternal shadow. The Court follows her lead and admittedly pays little heed to the orders and censors of Yu-Shan.

The only major competition to the Court is ailing Forgotten Light, the City God whose power has taken a body blow from the antics of wicked Tenepeshu. Forgotten Light was once Gilded Light, a patron of commerce on all levels and fair exchange. His priests often acted as judges and lawyers in the city's affairs, but his faith has dwindled. The lower classes keep him fed on prayers begging for safety from the Court. Forgotten Light is stretched thin, faced by the multitudes of Court spirits and gods. His priests mocked and beaten by the Sacred Societies, their temples grown decrepit, offerings stolen for less savory usage.
 
Faces of Champoor

Magistrate Caldra Fen
Caldra Fen has reigned as Magistrate for three years and still seems determined to battle the corruption of the city. Her ministers and agents are still corrupt as ever, along with the City Watch but few dare to dabble in graft in her presence.

Caldra Fen was a successful merchant magnate for several years before curious events sabotaged what could have been her ascent to the highest levels of mercantile power on the Dreaming Sea. Fen Trading failed to deliver shipments, goods arrived damaged or destroyed and bandits raided their major routes. The company collapsed on itself, failing to meet a loan payment to the infamous House Demorav of the noble Banking Houses. Fen was forced to do the only thing failed merchants can do in Champoor, she joined the government. She rapidly was appointed as Magistrate by the merchants of Champoor, due to what links and allies she'd managed to hold onto.

As of now, Magistrate Fen reigns with annoyance and desperation. She despises the Court of Secrets, knowing their likely hand in her mercantile downfall. That alone turned her to the worship of Forgotten Light, whose golden cross emblem she often incorporates into her black wardrobe. She strikes an imposing figure despite the power leeched from her office. More so, no official in their right mind shows their corruption in her presence yet all go back to business as usual once she's passed on. This infuriates her, having not enough evidence to purge them from the ranks of the city government.

Pradu Tulvandra
Pradu Telvandra is the current head of House Teuvandra, one of the ten great Banking Houses of Champoor. Pradu himself assumed the office after the death of his mother, running the Banking House with the expertise of someone raised from birth to command its wealth and influence. He's gained a reputation for his reliability as the Bank Director along with refusal to pay protection to any Sacred Society.

No criminal enterprise has yet challenged Teuvandra fully since various merchants bank with them. More so, the house employs an array of mercenaries and spies to know when someone acts against them. This has caused the occasional tussle with a Sacred Society who rapidly remember that the ten Banking Houses are a power unto themselves in the Nighted City.
