He appeared after the blast, but he spoke as if he lived through it. Almost NOTHING is known about him, other than he most clearly isn’t a human being. He can make potions at such a pace that they seem like they’re made by a machine. But one who treads too close, tries to find out too much is never seen again. Even more so odd, the main bird population to the cities he's appeared in has increased immensely in ravens.

❉ Level 1 Power: He can summon dual ravens, being a spare set of eyes, ears, and having a birds eye view of what’s happening, while also being undetected. If they are killed, he can easily summon them again, only taking a little bit of energy.
❉ Level 2 Power: With ease, he can create toxins, potions of a multitude of natures, and help diseases (viruses and bacteria). Around the city, especially underground, he’s the main potion and toxin supplier. He does require a bottle, and a few basic supplies to create potions.
❉ Level 3 Power: He can summon his scythe (IMAGE), which can cause decay, absorb and age objects, as well as extract the skeleton of a body if they die from it. It does have the abilities of a normal scythe, but the added effects can be toggled at will, causing DR. PLAGUE to be weaker than normal.

❉ Ability Weaknesses: The ravens are incredibly weak, and can be killed with ease. Both of them must be dead for DR. PLAGUE to re-summon them.
For creating toxins and potions, he does require a bottle, and a couple of basic supplies, and can only help diseases, or extract them a couple times per day. And for his potions, he can only make what he knows. For instance, he needs to know how to make it, and can’t just… create it from midair.
He can only use his scythe’s abilities once a day, but he can summon it as much as he wants.
