After the transmission had been played the royalist council was forced to come together and to do so quickly to consider what to do about the threat of a possible invasion. In truth the Royalist had more or less sworn off most forms of conflict, taking a stance only comparable to that of the late Japanese of world war two in earths history. After the death of so many of their friends and family they could only feel if they had not taken a part of the war at all they would have been spared the sacrifice of so many lives. As such the Keltaken population in andromeda nearly abandoned their military in favor of agricultural or industrial methods to spend their time with only so many from each of the planets still under Keltaken control. With nearly no standing army to speak of the Keltakens of these worlds known as the council of royalist set up a petition to the Darthan leader for assistance to bring them finally and fully into the empire of the Darthans and protect them. 


The Proposal read as follows, "On this day we the Royalist of the former Keltaken empire hearby recognize the Darthans as the true leaders of the Empire and such swear loyalty to in all things to the leader of the Darthan people. We as the council as royalist will oversee each planet currently housing all keltaken populace and overseen production of food and supplies as requested by the Darthans in any capacity. In return all that the Royalist ask is that the Darthan leadership seek to restore the Keltaken people as a unified race, the protection of the colonies from all threats foriegn, and the promise that all Keltakens would be treated fairly under the Darthan rule, these things we ask a plea, we no longer wish to be the violent people of our ancestors and instead we strive to be more. No longer a warbound race of conqerors but farmers and people of industry, we seek no more military conflict but tranquil peace in our existance however that may be portrayed we as a people ask that you consider our plea and accept us into your kingdom." with this proposal the leader of the royalist made the long journey into the darthan space to bargain for protection. 
 
The Citadel, Drathia

The Drathian Parliament was deeply divided in wake of the Keltaken proposal. On one side of the debate were those who believed that the integration of Keltaken territories would allow for a greatly increased Fylkirate, with a suitably sized military population and an exponentially larger resource pool that would otherwise be locked away from them. Others worried that such an action would leave the Drathians outnumbered within their own nation. It was common knowledge that Keltakens reproduced at an extremely fast rate in comparison to the Drathian peoples. There was also the matter of unrest that this would cause, as Drathians were not particularly fond of Keltakens after the destruction of one of their colonies, and the attempted destruction of their homeworld. Already, Keltakens were living in ghettos and poorer districts, and were completely barred from setting foot on Drathia.

The debate continued until a member of the parliament, Governor of the outer colony of Revshkalt Head of Drathian-Keltaken Relations Verstek 'Race-Traitor' stood up. By all means he was a thin and wirey individual, whose name was thrown upon him after he decided to take the job of communicating with the most hated race in Andromeda on behalf of the Drathian people. However, despite such, many held him with a begrudging respect as a man who was willing to undertake the jobs others were unwilling to perform. "We take them in." He said plainly, looking around for any challenge. "Right now, the Drathians have their backs against a wall. There has been a massive resurgance in discovered alien entities ever since the fall of the Keltaken Empire, and we are still recovering from a dreadful civil war that's divided our people, and the loss of Fylkja Zlasa." He paused for another moment as everyone in the chamber lowered their heads at the mention of their great leader lost to battle. "The divisions still exist, I see them everyday. Thrill-Kills and loyalists hardly associate with one another, and when they do it's with disgrace and disdain. I believe by incorperating the Keltakens into our Fylkirate, we will usher in a new era of Drathian brotherhood that will heal the wounds of our recent past."

"I object to that statement." So spoke Governor Kilimsrad 'Away-Looker' of Norga, which was one of the main rebel strongholds of the war. It was public knowledge that he had sided with the rebels during the war, but after the ascension of the new Fylkja, Takata, he was allowed to keep his position, deemed too valuable an asset to be thrown away. "Don't start blaming our tribe for the divisions in society. We already lost the war and have been publicly denounced, what more concessions do you want? To have the Keltaken migrants flooding our colonies and erasing what little Drathian heritage remains in the galaxy? That's madness. I demand that we have some controls to prevent a complete Keltaken takeover of our planets."

The debate continued on for some time, until an agreement was finally made. The result, was sent to Keltaken Royalists.

To the the leader of Keltaken Faction of Royalists,

The Drathian Fylkirate has decided to accept your proposal of a full annexation into Drathian territory. Such an annexation, however, would be subject to the following conditions:

  1. All Drathians living within Keltaken Royalist territory must be relocated to Drathian majority worlds.
  2. All Keltakens within the Drathian Fylkirate must be relocated to Keltaken majority worlds.
  3. The absorbed Keltaken worlds will not allow emigration of Keltaken citizenry to non-Keltaken majority worlds.
  4. A new position, the Representative of Keltaken interests, will be created for the Keltaken people to express their concerns.
  5. Two new Keltaken-exclusive seats will also be created in the Drathian parliament for the Keltaken people to express their concerns.
  6. Aside from these, no Keltaken will be permitted to hold public office outside of Keltaken majority worlds.
  7. Keltakens serving in the military will be placed in segregated military bodies lead by officers of any species, including Keltakens.
Please respond as soon as possible.
 
The Proposal was a step in the right direction most thought in the Keltaken community, they where not stupid, most races despised the Keltakens for the acts of their military overlords. For a long time the Keltaken people had lived completely under a Military Empire, now with the freedom of elections they honestly didn't know what to do with it. So they chose someone from the old guard so to speak, a former priest of the old Keltaken Faith who had abandoned it after the fall of the empire. His name was Yurikal "The Red Hand" as many called him as he was quickly brought up by a confused majority of scared Keltakens from a dennounced priest to now the governor of sorts of their worlds. The people had little issue with any of the demands as stated, infact many where overjoyed at the prospect, as some demands made mirrored old Keltaken doctrine. One such being the holding of public office as in most worlds that where non-Keltaken in the old empire where governed in a similar way with their people able to make their own decisions with the native population in control up to a point before having to speak to a planetary governor. So long as they where allowed to farm their fields or work as normal no Keltaken truly had an objection, nor could they afford to have one with the growing threat of the stated separatist attack denouncing all other Keltaken claims to independence. There was only one thing that the Keltakens sent back as a request To the Benevolent Darthans, "We as The Royalist Keltaken Remains seeing the Darthans as the most legitimate claim currently to our throne are hereby prepared to accept your demands, we ask only that the land given to Keltakens remain to Keltakens, that what lands are already owned by the people



remain to the people. We have long worked and toiled for these lands we do not wish to see them taken from us. We wish to ask your mercy for our past crimes, we are workers and farmers in most part, while some military does stand it will be yours upon transfer to do with as you see fit. Please do not count us among the criminals so many other races would when we had no say. The only final thing that we would ask, should a claim so strong to the Keltaken throne come from us or even our rivals, that we be allowed to create or join this new Keltaken government whatever it may be. Know if this is allowed that should the royalist take control it would remain at the darthans call. We Keltakens have for so long lived and died in service of our people, it is clear to us as it would be any faction that dare call itself Keltaken should a true government claimed by a Keltaken arise its population would flock to its recreation, Nationalism has not died simply because the empire has. It is the belife of many that a government of Keltakens will rise again how soon no one can say, simply know that should that government be made my a royalist the Darthans shall want for nothing outside of the reach of the Keltakens."



"We hope that you will understand why this must come to pass, as any Keltaken who would dare refuse this call would be branded an outcast of the worst order, and killing them would be a mercy compared to what would happen should another of their race find them. They would be branded an PanlaKen something unheard of since the destruction of our home planet to our old god. An Oathbreaker and defiler, the Keltaken people of the royalist worlds await your answer and as of now, it seems I being Yurikal "The Red Hand" have been given the position you which to grant as speaker of my people. The last thing the Drathians wanted was a new empire to declare war on them, and once again begin to bombard their cities and countryside. However, some, such as Verstek, believed that it would be possible to pacify the Keltakens enough to show them the merits of Drathian society, and more properly integrate them into the Fylkirate. Such a move, he hoped, would dissuade the Keltaken population from leaving Fylkirate control after their inclusion, and remain loyal subjects under the watchful eye of the Fylkja. That being said, there was much work to do. Even the bird winged Goblonians had barely been properly inducted into the Drathian territories, and they had been a partner species since before the Second Intergalactic War. This needed to be resolved, and quickly, especially as an outpost overseer, Amaranta, reported contact with the previously unheard of Axani. The question, was,though, how best to integrate these new member species without losing the core Drathian traditions and values?

It was a monumental task, for sure. But not one that couldn't be broken down and solved piece by piece. The first of these adaptations would come in the form of an amendment to the Karraka Codes, which was promptly sent to the Royalists.

Hearing your pleas, the council has decided to make the following ammendments to the Karraka Codes, under which all Keltakens within the Fylkirate will be bound:

Amendment 1 - In the case that a Keltaken governed state arises and requests that the Drathian Fylkirate cedes its territory to them, planets holding a Keltaken majority will be allowed to hold a referendum to determine the legitimate territorial claims on the planet.

Amendment 2 - Keltaken majority worlds used primarily for agirculture can not and will not be forcibly emigrated by the Fylkirate. This will not prevent other species from freely settling these worlds.

Amendment 3 - All Keltakens must be mandated to learn the High Drathian language.

We hope that you find these amendments agreeable to the Keltaken Royalist integration into the Drathian Fylkirate.

The Keltakens of the royalist council which had formed, where hard-pressed not to agree to the new terms that where presented to them. It was decided by the ruling council that they would open themselves up the Darthian Fylkja or risk complete conquest by their brothers who had fled to triangulum. Therefore when it was time to give a response to the Darthians there was a 95 percent majority in favor of the new amendments to the Karraka laws and acceptance some still feeling the sting of the laws as a way of ill wording towards an Inquisitor. Most did not take it kindly though did not see a choice in otherwise allowing it. To speak ill of a member of the inquisiton was still taboo to the Keltakens who felt at any moment the empire would return heralded by the Inquisition.

Never the less the Darthians had what they wanted, should a new Keltaken state arise it would require a refeerendum passed by election for them to leave the Fylkja. In the time it would take for such a feat to happen if at all possible prehaps the Darthians truly could show the keltakens a different path than the war that had for so long plagued their society. Just maybe they could move above their nature to become something more, after the final vote was passed the new elected speaker for the royalists was put on a vessel to go and speak with the Darthian head to give her an idea of what was going on in the many worlds that now where held in the palm of her hand most of all dominantly Keltakens worlds, while others Goshwaken and other slave states many who still remained loyal to their Keltaken leaders any true fight long haven been beaten out of them or they where replaced. What remained of the empire tough a shell was still a working mass, one that simply needed a focus. Along with the Keltaken Speaker came a goshwaken who would speak for his people, the fate of his kind had always been in Keltaken hands, they where bred and raised to be as a second part of their brain speaking a second voice among a simply warlike race. On the ship was the Keltaken known as Yurikal, and his faithful goshwaken friend Pi-lar or simply Pi. They where eager to share knowledge with the leadership and help get things back in working order.
