Well I'm going to say yea, there's still people around who aren't busy. though the official GM I seems to be mia. so not sure how much activity this will see. But I don't see any reason you can't join.

Thanks for letting us know. I know you said you're not sure how much activity it will see, is the RP still active even though the GM is absent? Or is it too early to say? For the meantime I might just go search somewhere else.
