Please let me know asap if you wish to update your Items. You currently have both item slots taken up. A reminder that items in your possession cannot be used in combat unless placed in an item slot.

So my collection case just allows me to keep those items with me but not use them? (Also when can I switch my items and how?

Yes that's right. The collection case is to 'hold' your items, essentially exceed the limit of items as there are only a handful of item slots.
You can switch your items only 1 time every arc. Right now would be a good time to do so.
Just let me know, and I'll update your Upgrade list. The Upgrade list shows what you will bring into battle with you.

In it, you can submit your request to purchase or unlock artes for your characters.
