Actually even if you buy a level arte you still do not have enough cca to use it. I suggest you purchase cca rather and be able to use a lvl 2 arte

I think Helral answered your question, there are requirements to be met for SE, CCA but if you have those, you can cast on YOU and OTHER or OTHER1 AND OTHER2.
