  • Note: The concept of Threshold comes from the 2005 TV series by this name.

    The government has contingency plans for use in emergencies ranging from natural disasters to nuclear war. In order to have "all bases covered", one of the plans, code-named Threshold, was developed for dealing with the unlikely eventuality of first contact with aliens.

    The Threshold plan calls for the formation of a secret government task force known as the Red Team. As a result, several top scientists are seconded: a microbiologist; an aerospace engineer, and a mathematics and linguistics genius. The Red Team will be led by the government crisis management consultant who wrote the Threshold Protocol. This leader works for a fictional firm called Blackwell Institute, a sort of think tank that researches and prepares for disasters, both military and civilian.

    The government liaison will be the Deputy National Security Advisor while a freelance paramilitary operative serves as the "muscle" of the group. The team will work under absolute secrecy, their activities not even known to the Vice-President, or the Joint Chiefs of Staff.
