when I was writing a draft in my private workshop, I noticed that the thread said: 1 viewing. It says that it is private, but is it?

It counts when you're viewing it too, so you're that '1 viewing' person

It is possible that it was viewed by Staff member, or you logged in from two devices.
The only other case when your Private Workshop thread can be viewed with other people, is when you yourself allow for Thread Collaborators, which will make specific users you add also be able to see your thread there. But that's an additional step you need to set up yourself, by default only you and Staff can see threads there.
