After the death of most major superheroes during the horrific event known as the Massacre, The government tries keeping vigilantes off the streets, fearing for their safety and the safety of ordinary citizens. However, the police can’t deal with every threat. New heroes must rise up, to both combat villains too dangerous for the police- and find the perpetrators of the Massacre.
