So my character has animal based powers, and animals can do like a lot of very different and cool stuff. So I was wondering if I need to limit my character since hes supposed to be a learner? or can use any ability just as long as there is some negative affect or its difficult for the character to use.

I assume he wouldn't have full control since he's a learner, but I'll leave it up to you to decide how you'll play that.
