His name is Velstadt. Whether it is a first name or a surname, no one knows.
Once a legendary sniper, in his old age he has retired to the less exciting occupation as a Galactic Health Inspector. His identifying papers claim he is only 117 years old, though his recollection of United States history is eerily on the spot, as he will go off on tangents about events of the past. He is undeniably senile, and struggles to remember new things.
The old man suffers from narcolepsy. At any given point, even during life threatening situations, he is prone to falling asleep. He will remain asleep for a further 12 hours unless awoken before then.
He still carries his RG-87 Retribution Railgun Sniper Rifle from his soldiering days, often using it on the job, eliminating parasitic extraterrestrials and other vermin. Despite having harsh cataracts, he still has uncanny aim, and can pop a shot off even at the moment of being awoken from a narcoleptic spell.
The main inspirations for this character are taken from Old Man Henderson (Trail of Cthulhu), The End (Metal Gear Solid 3: Snake Eater), and Abe Simpson (The Simpsons).
