So I completely forgot about partners for the heroes. What we decided to do in the end is to just leave it up to you guys. Your character's partner should be around the same rank as your character and they should have fighting styles that would work well together or at least not clash with each other. If your character is a Rank D or Rank C, they may be paired with someone of a higher rank (and is a responsible senior at LUNA SEA) as somewhat of a mentorship-like partnership.

A lot of heroes wear costumes, but only the super paranoid really wear something like masks. Most people actually don't recognize heroes without their trademark costumes/makeup/style, so it isn't too much of an issue if you want to keep your true identity a secret from the public. We're more or less basing this logic off of how there are actually a lot of instances where celebrities irl aren't immediately recognized (even if they are, most people aren't sure, so they keep it to themselves to avoid potentially embarrassing themselves).
