The four main districts are: North, East, South, and West. The North is, well, a bit of a mess, to be honest. But! The other three Districts are pristine getaway locales… Except for the South, though… Eversincethehurricane. Anyway! The East and West Districts are definitely nice(r), I promise! Moving on…

    Each of these four districts plays host to its own benefactor organization (a fancy way to say “Gang”) whose activities, both illicit and legitimate, directly contribute to their home District’s success, or failure... And lastly, located within its own beating heart, is New Oasis’ very own Central District —a floating (on water) city within a city that shimmers like a golden jewel in the sun.

    The four gangs that call New Oasis home are as follows: The Sable Serpents of the North, the Azure Dragons of the East, the Scarlet Phoenixes of the South, and the Albino Tigers of the West. These gangs are—for all intents and purposes—the absolute authority on their home turf, much to the chagrin of local authorities… While their methods and appetites for vice and virtue vary, all of the gangs share a common goal: claim Central District for their own.

    History of the Gangs, you ask? Well, there’s so much to tell! (And I might’ve forgotten some things…) But I’ll do my best!

    Well, didja know that Central District wasn’t always an island? Mhm! It’s true. It happened a long time ago now (even in Heavenly Tigers years), the splitting of New Oasis! They say that the Four Rival Gangs’ Turf War got so bad that, at a point, it even carved up the land itself! The rivers came in to fill up the gaps and left Central District isolated.

    So, yeah! The history of Central District, mhm.

    Hm, what else might I be forgetting… Oh! Right. So the Four Gangs might be top dogs now, but that doesn’t mean they’re the only ones with teeth, and there are always those ready to nip at the heels of the strong, and sometimes they take out chunks. Enemies lay in wait around every corner. Back-stabbing, cheating, dirty-fighting, and other under-handed tactics are the name of the game as much as outright brawling on these streets!

    A WORLD OF POTENTIAL
    A wise man once said, “Never underestimate Humanity’s infinite potential for evolution!”

    In New Oasis, Potential is quantifiable. Today, approximately 10% of the world’s population possesses a quirk of genetics that has unlocked within them latent, untapped potential. These Potentialities can take many form and manifest in strange, often-times otherworldly ways… Humans with Potential (HPs) are born with supernatural enhancements that would make even professional athletes green with envy! But beyond mere enhancements, a certain subset of HPs (less than 1% of the population by most current estimates) possess unique, fantastical, and above all powerful abilities. Some move at astonishing speeds, others manipulate matter with a mere thought. Just one of them is enough to defeat entire squadrons of Non-Potentials (NPs) with little effort.

    The true origins of the subspecies known Homo Potentialis have been lost to the ages. Though in (relatively) recent times, their resurgence was due solely to the actions of a handful of explorers who stumbled upon an ancient system catacombs hidden away beneath New Oasis’ very foundation. Uncovering this hidden tomb awoke the dormant Potentiality of all humans the world over, and the NPs have been struggling to keep up ever since.

    Currently there are five accepted types of Potentialities, which have more-or-less categorized Potentialities by their presentation, though they are by no means an exhaustive list, and often-times Potentialities may belong to one, two, or more different categories simultaneously. The five Potentials are:

    PHYSIK
    Physical enhancements with a condition belong here, including but not limited to super strength, super speed. They are by comparison the most simplistic variation.

    CHIMERIC
    Transformations and alterations of normal human biology, either temporarily or permanently, belong here. Potentialities concerning shape-shifting, animal chimerism, and the like would belong in the Chimeric category.

    ETHER
    This type of Potentiality deals in the creation of either matter or energy that comes ostensibly from nothing. Ethereal HPs can command elemental forces of fire, ice, or lightning among countless others.

    ALCHEMIC
    HPs with the power to transmute and manipulate existing matter are called Alchemical. Most broadly, this can include telekinesis, or more specifically, manipulation of specific pre-existng elements or states of matter.

    IRREGULAR
    The fifth and final category exists to lay claim over any Potentiality that does not fit neatly into one or many of the above categories. There is little that links one Irregular Potentiality to another outside of their rejection of the common understanding.​
    COMBAT SYSTEM
    While slice-of-life is all well and good, this roleplay will have plenty of action and fights! To that end, we’ve created a combat system that strives to make interactions that are fun, and fair, and logical. While we would prefer—and in most cases, highly encourage—players to discuss any-and-all combat-related topics ahead of time, and keep open lines of communication, via OOC channels, we felt that a framework was necessary to help ground the action of the roleplay while also giving OCs a chance to shine, and in some cases, surprise us!

    Outcomes of fights will be determine either by pre-agreed upon ending conditions in OOC, with all involved parties’ sign-off, or if the players prefer, via dice-roll.

OST 1 — MAIN THEME
SABLE SERPENTS
Ambitious, cunning, careless. These are all equally apt ways to describe the creed of the Sable Serpents. A gang that haunts the North District of New Oasis, the Sable Serpents were once known as the Black Tortoises, though at a certain point in their history became corrupted by a particularly charismatic, serpentine King. Under their rule, the Black Tortoises fell, and the Sable Serpents rose— their name quickly becoming synonymous with danger. Today, their gang represents the dark-side of pure, unadulterated freedom.

Need a fix? These are your guys. They peddle everything, and anything, under the sun (including the odd heart- or kidney, or even the whole human, if you’ve got the cash). And word on the street is that they’re cooking up something new… Something extra special.

Looking to join up? Good luck. The Serpents aren’t exactly picky with who they invite into the fold, but catch one of the higher ups on a bad day, and any new recruits might be in for a harrowing initiation.
AZURE DRAGONS
The Azure Dragons are something of a novelty among the Four Gangs. They are chiefly unique among their brethren for their penchant to seek peace above all else, and are ever striving to maintain order, and the traditions of the past, even amidst this constantly changing new era. The East District is their roost, and, though they face the nigh constant threat of Serpent encroachment from the North, through their power they have cultivated a utopia of order and serenity, for those with the wherewithal to adhere to their strict tenets.

Do not let outward appearances deceive you. The Dragons have vices of their own. The East District plays host to the most elegant brothels in New Oasis, all of them owned and operated by the Dragons. In order to maintain the kind of peace that the Dragons so meticulously architected, the occasional rabble-rouser must be culled. Justice by fire.

To join the Azure Dragons is to be invited, by way of a letter in the mail bearing their sigil. To receive such a letter is an honor, and a sign that agents of the Dragon have been observing the recipient for quite some time. Few would be so bold as to refuse such a calling.
SCARLET PHOENIXES
Befitting their namesake, the Phoenixes have recently begun to rise once more from the ashes of a crushing defeat. The South District was once a bustling hub of night-life, commerce, and industry… Before the hurricane. The official story had the news waving the incident off as a random tragedy. “An Act of God,” they said. One that just so happened to wreak havoc upon the Phoenix’s base of operations, whilst simultaneously leaving the other districts miraculously untouched. To date, no perpetrator has come forward, though the Phoenixes can think of three likely suspects.

Though they are still but a shadow of their former selves, the Phoenixes remain a staunch band of brothers, ever-ready and willing to fight the odds, and their rival gangs, for the right to exist… And one day reclaim their rightful place on the throne.

Some gangs are run like a business, others hardly seem to be run at all. The Phoenixes, by comparison, are a family. And as the saying goes, a family that fights together, stays together. Just remember, not to disappoint the family… Because there’s only one way you’ll be leaving. As such, the Phoenixes provide some of the finest hired muscle in New Oasis, going as low as hits. Violence is a daily thing for them.

Not just anyone can join up here, either. And if anything, their recruitment has gotten even more selective since the Cataclysm. New joiners most frequently already know a current member. Unknown agents are not dismissed out of hand… If a recruit has no one to vouch for them to the higher-ups, they’ll often be tasked with completing a test of sorts… A test of their mettle, and their loyalty. If they pass, they are welcomed into the fold, the family. If they fail, the gang severs any and all ties immediately. To them, it is like the failed recruit never existed in the first place.
ALBINO TIGERS
Money makes the world go ‘round. No organization knows this better than the Tigers. Their Western District plays host to major corporate headquarters, upscale- and high-fashion boutiques, and elegant, regal ornamentation… All of it a front for the Tiger’s real money-makers. All of it helps to fuel their bid to one day—one day soon—make a play for the greatest prize of all: Central District itself.

The Tigers’ District runs like a well-oiled machine… If the machine was built with the sole purpose of separating an easy mark from his hard-earned cash. High-end casinos light up the district with flashy neon lights and promises of money to be won… Behind closed doors, no bet is off-limits. Although, as they say, in the end, the House always wins.

Speaking of winning, and money, those who wish to join the Tigers have, arguably, the easiest time of it… More-or-less. To join, an initiate needs only pay a modest entry fee… Along with annual dues and membership fees, as well as volunteer their time to work at one of the Tigers’ many establishments. As the saying goes, you gotta spend money to make money. Besides as far as investments go, there’s nothing more lucrative than the payout for a tiger who's earned their stripes.

There’s also the occasional unlucky soul who bets too much, owes too much to pay it all down. For these, the down-on-their-luck sort, the Tiger may offer a deal. A sort-of… Indenture. Time in exchange for wiping clean a slate full of debt. Some of the recruits even manage to pay their way into real power. Eventually.

GANG ORGANIZATION

Despite their myriad differences, the four gangs are bound by similar structures, artifacts of a byegone era. Each gang is ruled by a King, supposed to be the most powerful currently living member, and the chief executive of all gang-related decision-making. Below the King is the Queen. Second-in-command, and responsible predominantly for ensuring the operational efficiency of the gangs on their home turf.

Below the King and Queen are the Jack and Ace, effectively the King and Queen's right hand, respectively. The Jack is handpicked by the reigning King, while the Ace is handpicked by the reigning Queen.

Of the rank-and-file of each gang, there are Rookies and Veterans. Any member whose tenure is less than two years is considered a Rookie, while Veterans have two years of experience at least.

Welcome! To New Oasis: The Four Heavenly Kings.

As the name change suggests while this may be a “Reboot” it’s closer to a Rebirth than a true reboot. If you were never in New Oasis: Gangsters edition, fear not you won’t need any of the knowledge to join us here. If you were in the rp we have taken inspiration from, please take everything with a fresh new lens. Several things have changed around, including gangs and districts. As previously stated this is a rebirth, so no previous characters are reserved nor will it be a copy and paste of the inspiration for the rp. While certain key events have been kept and we did try to keep to a similar tone we highly encourage working with us on any characters you have the desire to bring back. If it fits we’ll be sure to help you get the ball rolling.

So let's get into what the rp is and what it will not be. It’s first and foremost for us to have fun with. A story of a city where everyone can be a major player in what happens to New Oasis as goals collide. Got an idea and not sure if it'll work? PM us! Keep in mind though while New Oasis will have darker themes and actions happening this is not going to always be gritty realistic rp. We’re aiming to hit that sweet spot of walking the fine line between light, dark, serious but also comedic. There will be occasional moments of supernatural fantasy, if the powers and legends didn’t give that away already!

OOC RULES
1. Don’t be a dick.
- Treat everyone with respect. If you can’t be civil you’re out. No one has time for all that.
- If a disagreement breaks out because of an in-story thing GMs will make the final call on the decision if it can’t be dice-rolled.


2. Absolutely no godmodding. You won’t get many warnings with this one.
- This includes any moving of characters without asking ooc.
- This includes any implying that a character did something or didn’t do something without asking if that’s how they would react.
- If a post can’t be finished without knowing what another player would do then ask them or turn it into a collab.
- If you have been given a warning your post is void until the godmodding has been removed and will be yeeted back to you in a PM before being deleted from the thread.
- If we do not immediately catch that you have been godmodded please pm us.


3. Dice rolls are meant to be supplementary not the standard.
- Don’t roll until you guys are planning to end the fight.
- Don’t roll if you guys can and have agreed ooc how you want the fight to go. After all we all want the best story moments for our characters; you don’t always need to be the badass

ROLEPLAY RULES

1. Players will start with a 2 character cap until they have shown they can exceed the minimum post requirements.
- This does not mean barely meeting the minimum. It means actually exceeding it. When you can say you haven't left any rp partner waiting more than two-to-four days we’ll consider it
- Gms will be observing a higher cap of 4 due to the need to be active in gang leadership until we’re sure we have a full cast that won’t ghost. Any potential replacements won’t be happening any time soon though so work on building up characters!


2. Post Minimums: 1 post per character per week.
- Having more characters means having higher minimums.
- Additionally this will not be counted against you if you have mentioned having to be away or if it’s a holiday week (because dammit even I can’t escape family holidays)
- Characters cannot be rotated. If you have a character we expect that character to be active in every arc. If not we talk about permanently shelving one until you can exceed minimums again.


3. Character Deaths
- Any decision around character deaths will be solely the creating player's decision. The only exception would potentially be in the case of them being a gang spy and getting their cover blown at an inopportune moment.
- If you want to work it out that one of your characters dies or sacrifices something to achieve something or tip some scales, etc., pm the gm team and we can try to get it worked in! We love meaningful story beats!


4. Gang Spies, Traitors, and police.
- You can always be a traitor! But understand this one comes with dangerous consequences.
- If you character is caught and they can’t weasel their way out without being surrounded your character may die if a good rp moment can’t be created by their escape (we will always talk this one out with you)
- You can choose to do this privately without other player characters knowing, as with everything else pm the gms
- Police Characters are solely secondary characters
- All players must have a gang character first
- They must be given equal attention, don’t neglect your gang character for a police character it’s not that type of rp
- If you want to have a double agent who’s in the gangs, this has to be approved by gms


5. Civilians/non gang affiliates.
- Not an option for player characters
- Can be used as npcs, i.e. family members/friends of gang affiliated OCs

The South District was once a bustling hub of night-life, commerce, and industry… Before the hurricane. The official story had the news waving the incident off as a random tragedy. “An Act of God,” they said. One that just so happened to wreak havoc upon the Phoenix’s base of operations, whilst simultaneously leaving the other districts miraculously untouched. To date, no perpetrator has come forward, though the Phoenixes can think of three likely suspects.

Though they are still but a shadow of their former selves, the Phoenixes remain a staunch band of brothers, ever-ready and willing to fight the odds, and their rival gangs, for the right to exist… And one day reclaim their rightful place on the throne.

Some gangs are run like a business, others hardly seem to be run at all. The Phoenixes, by comparison, are a family. And as the saying goes, a family that fights together, stays together. Just remember, not to disappoint the family… Because there’s only one way you’ll be leaving. As such, the Phoenixes provide some of the finest hired muscle in New Oasis, going as low as hits. Violence is a daily thing for them.

Not just anyone can join up here, either. And if anything, their recruitment has gotten even more selective since the Cataclysm. New joiners most frequently already know a current member. Unknown agents are not dismissed out of hand… If a recruit has no one to vouch for them to the higher-ups, they’ll often be tasked with completing a test of sorts… A test of their mettle, and their loyalty. If they pass, they are welcomed into the fold, the family. If they fail, the gang severs any and all ties immediately. To them, it is like the failed recruit never existed in the first place.

Albino Tigers

Money makes the world go ‘round. No organization knows this better than the Tigers. Their Western District plays host to major corporate headquarters, upscale- and high-fashion boutiques, and elegant, regal ornamentation… All of it a front for the Tiger’s real money-makers. All of it helps to fuel their bid to one day—one day soon—make a play for the greatest prize of all: Central District itself.

The Tigers’ District runs like a well-oiled machine… If the machine was built with the sole purpose of separating an easy mark from his hard-earned cash. High-end casinos light up the district with flashy neon lights and promises of money to be won… Behind closed doors, no bet is off-limits. Although, as they say, in the end, the House always wins.

Speaking of winning, and money, those who wish to join the Tigers have, arguably, the easiest time of it… More-or-less. To join, an initiate needs only pay a modest entry fee… Along with annual dues and membership fees, as well as volunteer their time to work at one of the Tigers’ many establishments. As the saying goes, you gotta spend money to make money. Besides as far as investments go, there’s nothing more lucrative than the payout for a tiger who's earned their stripes.

There’s also the occasional unlucky soul who bets too much, owes too much to pay it all down. For these, the down-on-their-luck sort, the Tiger may offer a deal. A sort-of… Indenture. Time in exchange for wiping clean a slate full of debt. Some of the recruits even manage to pay their way into real power. Eventually.

This seems really sick, although I do have a question. Is it possible for players to lets say, operate as a freelancer who works for any of the gangs or be a rookie trying to start up their own gang?

The answer is freelancer is… Maybe. The answer to starting one’s own gang is also… Maybe.

Though to both I would say this: To start we’re encouraging players to make at least one oc who belongs to one of the four main gangs. That’s not to say that developments can’t happen down the line (on the contrary we love character development), but for now I think that’s our stance.

But we are taking things on a case by case basis now so we can discuss if you would like!
