Where there is light, there is a shadow.
It makes enough sense. Government-issued titles. After the Civil War, offers were made to people who excelled in strength, façade(social interaction and information gathering), or intelligence. An entire military branch of its own—Elite. From a young age, people were chosen based off of academic and physical test scores given by their system of education.
This method was said to protect the people of Ravada from another deadly conflict like the Civil War that took place so recently. When in fact, their protection had nothing to do with the Elite. Quite the opposite.
The Hive.
It was a dead gang that wreaked havoc prior to the Civil War, primarily from c. 2230-2280. In that time they faded in and out of power, peaking just before the war. When it was discovered that the Hive was smuggling information, weapons, and narcotics across the unity line, to the enemy military, a man-hunt was put into place. The leader was captured and exposed to torture for eight weeks before coming to a compromise that could risk the loyalty of both sides.
Almost 85% of terrorism or major acts of violence for the last two decades have been controlled by government affiliates.
Representatives of the Hive have been compensated for committing crimes against the people of Cyra. And the carefully-planned operations to bring justice have been carried out by the Elite.
With such a successful military but horrific crime rate, who would ever thing to oppose their government again?

Setting

Cyra(Seer-Uh) Province is the second-wealthiest district in Ravada, a developed Eastern nation. The third most-visited tourist destination in the world and the capital of Ravada, it acts as the pride and joy to natives. There are eight territories, with the most remarkable being San Titanes, the smallest and most upper-class portion of the country. The average twenty-five-year-old in this district is worth the equivalent of 2,000,000 USD. A permit is needed to own a residence here. While in the poorest region, Rosewood, the average twenty-five-year-old has a yearly salary equivalent to 10,000 USD. The country is largely organized by economic class. There's a mild climate and a variety of landforms, with a long western coast along the Beja Ocean.
