Help Mouse-over Code?

Okay, so I know the perfect way to explain this.

When you're on the home page of RpN, if you hover over, say, the name of the Introductions forum, there's this little blob of text that shows up. This text explains the bare minimum of what the forum is used for, right?

Is there a BBCode option for that? Because I'm coding something right now where that would reeeally be useful.

I did some testing. None of the hyperlink properties seem to translate to the site's BBCode, so I do not believe there is a way you can create that effect.
