The general rules will be this. There will be different sized nations depending on certain factors. Army size, Navy size, Population, Economy, and the happiness of the citizens. 10,000 troops, 100 ships, 200,000 pop, a decent economy, and content citizens is a small kingdom. 30,000 troops, 300 ships, 600,000 pop, a thriving economy, and content citizens is a medium kingdom. 1,000,000 troops, 10,000 ships, 20,000,000 pop, a booming economy, and happy citizens is an empire. Around those numbers goes into those classifications. If you want to be an empire, then message me first. Keep in mind that this world is around 15 times larger than earth, but with the same landmasses. I did this just so we would have larger armies and so on, but also so that conquests would take a bit longer.
